Oh hey look: another VTGOP climate change denier

Here’s a little compost sprinkled on your cornflakes, courtesy of one Eileen Rodgers, “communications director for the Burlington Republican Committee”:

Along with plotting to place wind turbines on 200 miles of ridge lines and scheming to occupy thousands of acres of our fields with solar panels, the central planners in Vermont are busying themselves with projects that are guaranteed to squeeze our cars off the roads.

There’s a whole lotta hate in that little paragraph, which is the kickoff of an opinion piece by Rodgers posted on VTDigger this morning. Plotting, scheming, central planners squeezing our cars off the roads.

So tell me, when exactly did Old Joe Stalin resurrect himself and take over Vermont?

In the guise of Bill McKibben, no less?

Climate change has been a very convenient phenomenon. It has given a sense of validity to all sorts of projects the big guys support. Energy from the wind and sun will take care of our electricity needs and our transportation needs will be met with … bicycles!!

Yeah, that’s… uh, wait, nobody is saying any of that. Except maybe the voices in Eileen Rodgers’ head.

And “big guys”? Since when are Republicans against “big guys”?

They paved (a tiny bit of) paradise and put up solar panels

VTDigger’s Friday feed is infected with a bit of uncharacteristic headline fearmongering.

HIGH SPACE DEMANDS FOR VERMONT’S FUTURE SOLAR FARMS IF ENERGY STAYS LOCAL

The story concerns a presentation to the Legislature’s Solar Siting Task Force by Asa Hopkins of the Public Service Department. And by “HIGH SPACE DEMANDS,” it means Hopkins’ estimate of between 8,000 and 13,000 acres of solar panels statewide. That’s assuming we are to meet our legally-mandated goal of 90% renewable energy by the year 2050.

Wow. That sounds like a lot of land.

Is it?

Not really. The state of Vermont has almost 6,000,000 acres. A conscientious reporter (or editor) might have thought to include that fact.

So, if you take the upper end of the estimate, solar panels would cover two-tenths of one percent of Vermont. (A conscientious headline writer might have asked whether “HIGH SPACE DEMANDS” is an accurate characterization.)

You know what? I’d take that, if it means getting 90% of our energy from local, renewable sources.

Ways of seeing a blind trust

Lt. Gov. Phil Scott’s announcement that he will run for governor came with a side dish of confusion, for those who scanned more than one account of the event.

At issue: what he will do with his half-ownership of Dubois Construction, which frequently bids on state contracts. Keeping an active hand in the business would be a pretty clear conflict of interest; the still-hypothetical Governor Scott would, after all, be filling positions in the Agency of Transportation and could presumably bring influence to bear on his firm’s behalf. Or even, perish the thought, provide inside info that would help Dubois submit winning bids.

But we all know Phil Scott, the golden boy of Vermont politics, would never do such a thing. Everybody knows good ol’ Phil, right?

Yeah, just like the State Senate didn’t know it was harboring a[n alleged] serial rapist until state troopers arrested good ol’ Norm McAllister on the grounds of the Statehouse. Point being, you never really know, do you?

That’s why we have ethics rules and laws. Well, most states do, anyway.

Apparently, when asked about the conflict question, good ol’ Phil gave different answers to different reporters.

Our mental health sandcastle, part 2

A few months ago I was chatting, off the record, with a former Shumlin administration functionary. The subject turned to post-Irene mental health care, on which I have been very critical of the administration. This person expressed pride in the new Vermont Psychiatric Care Hospital, calling it a “showplace” and urging me to take a tour.

And perhaps I will. But here’s the thing.

Building a building is the easy part. You can usually rustle up the necessary funds, with or without auctioning the naming rights. Government money, grant funding, foundation support, private donors — all are attracted to flashy new things.

It’s a lot less flashy to operate the building once the ribbon has been cut. Management, maintenance, operating costs; attracting and maintaining quality staff and motivating them to excel; creating the systems that will ensure performance equal to the bright shiny promise of the new edifice.

Am I talking about the new state psychiatric hospital here? You betcha.

The hospital has never been fully and properly staffed. Hard work and low pay — and a dangerous work environment — have proven to be strong disincentives to recruitment, and VPCH has suffered from a high attrition rate.

I’ve been hearing background chatter about this, but recently we’ve seen two stories documenting VPCH’s troubles.

A grim reminder

In recent years, there’s been a lot of criticism aimed at Vermont’s Department of Children and Families. Heck, there’s even a Facebook page entitled “VT and DCF Exposed,” which is a compendium of every news item, large or small, that reflects poorly on DCF. The coherence of its argument is best encapsulated in a comment posted by one Jeannie Flanagan Marchese:

Personal opinion, dcf takes kids away that shouldn’t be. Leaves kids that should be taken!! It’s a crap shoot!!! No excuses for them!!! Sorry just have seen a lot and read a lot!!

Okay, so DCF simultaneously does too much and too little. Got it.

Well, if the senseless tragedy of last Friday’s quadruple murder should teach us anything, it’s that DCF has an impossible job, as do its overburdened, oft-criticized social workers.

A monument departs

Well, geez. I go out of town for a few days, and the Easter Island Statue of Vermont media gets up and leaves.

Veteran Vermont journalist Mark Johnson announced Monday he will be leaving WDEV radio to take a position as senior reporter/editor at the online news site, VTDigger.

Johnson has hosted the popular public affairs, call-in program for 25 years, 16 years with WDEV in Waterbury and for nine years before that with WKDR, a Burlington station that Johnson also co-owned.

His last program is scheduled for Aug. 28.

Disclosure: I’ve been an occasional substitute host on Mark’s show for several years. But this has no bearing on my comments here.

This is a fantastic move by VTDigger, and a tremendous loss for the radio audience and for WDEV.

Drawing the Shmethical Line

Brent Raymond’s move from regulating the EB-5 program to operating one of them is proving impossible to ignore. How impossible? Top Shumlin administration officials are actually raising questions about it. They’re even invoking the feared Executive Code of Ethics.

“The governor has concerns about the potential for a conflict of interest in this decision. … We fully expect all appointees and former appointees to comply with the Executive Code of Ethics,” spokesman Scott Coriell said in an email. “The governor has also asked (the Agency of Commerce and Community Development) to review the communications leading up to this departure to ensure that all actions were in compliance with the Executive Code of Ethics and conflict of interest policies.”

Ah, the Executive Code of Shmethics: the Mock Apple Pie of good government. (Mmmm, Ritz crackers and RealLemon!)

The most interesting phrase in the above paragraph is “leading up to his departure.” It would, indeed, be instructive to know how long Mr. Raymond was negotiating his new job with an EB-5 developer while continuing to be, at least in title, the state’s EB-5 regulator.

And how in Hell he thought it was okay to do that.

Well, at some level he probably knew it wasn’t okay. Otherwise he wouldn’t have kept his superiors in the dark until he actually had the job in hand. Whereupon they waived his 30-day notice and showed him the door toot suite.

He’ll still get paid for the 30 days. Because after all, why punish the guy?

A particularly obvious spin of the revolving door

Oh looky here, another top Shumlin administration has turned in his resignation. This time, it’s Brent Raymond, the chief overseer of (and cheerleader for) EB-5 programs in Vermont. His biggest task has been to kinda-sorta ride herd on the Bill Stenger suite of projects, including a major expansion of his ski resort in the Northeast Kingdom.

And where’s Mr. Raymond going?

Raymond said Monday he has accepted a position working for Mt. Snow and Peak Resorts…. Mt. Snow has a $52 million EB-5 project with the Vermont Regional Center.

… Raymond said as part of his new duties he will be working on Mt. Snow’s EB-5 project.

Small world, isn’t it?

Once again, I am moved to say “This is exactly the kind of thing that makes people think our government is a den of corruption and insider dealings.”

And “This is the kind of thing that illustrates, as if any further illustration was required, the need for an independent state Ethics Commission. And some tougher ethics laws, while we’re at it.”

And now, the next phase of the “Get Rid of Norm” campaign begins

Yesterday, prosecutors and defense in the Senator Norm McAllister Incredibly Gross and Offensive Sexual Exploitation case got together and released the “discovery stipulation,” or in English, the projected timeline for a trial.

And as VTDigger’s Morgan True reports, it’s scheduled to take place “smack in the middle of the 2016 legislative session.”

Bwahahahahaha.

Wouldn’t that be fun? If McAllister remains determined to hold on to his seat, he’d have cameras following him everywhere he goes in the Statehouse, and following him back and forth to the courthouse, and reporters asking all sorts of embarrassing questions of fellow lawmakers (“Hey, Senator Mullin, got a minute? I want to ask about your old roomie.”), especially Republicans, and especially Franklin County Republicans.

Of course, legal experts say that delays are virtually inevitable, so the likely outcome is that the trial will happen sometime later next year. Buzzkill. Even so, the cameras and reporters will be swarming.

But with the legal schedule set, Republicans will redouble their efforts to convince McAllister to deliver the face-saving resignation they all desperately want. As Senate Minority Leader Joe Benning told me last month, once the discovery stipulation is revealed, “the process will be clear and Norm will have to face it.”

That is the hope, anyway.

A watershed moment for legalization in Vermont

This year, the state legislature did its best to tippy-toe around the issue of marijuana legalization. We heard the usual excuses — the time is not right, it needs more study, we’ve got too much else on our plate — and ended with an expensive consultant’s report sitting on a shelf.

Since then, two rather dramatic things have happened. Two weeks ago, Corrections Commissioner Andy Pallito called for the legalization of marijuana and the decriminalization of personal use of other drugs.

And now, we have a pro-legalization essay by the top Republican in the State Senate, Joe Benning. His piece, posted today on VTDigger, said legalization is inevitable, that marijuana is a useful and “widely popular consumer product,” that legalization would result in “a safer product,” and — here comes the Republican part — it would create “a legitimate, properly regulated industry [that] can only lead to more real, good-paying jobs.”

Well.

Sen. Benning can’t swing the vote on his own since his caucus numbers a mere nine*. The next step in marijuana law is up to the many Weebles in the Democratic majority, who’ve been painfully hesitant on the issue.

*Originally I wrote “seven,” but the good Senator corrected me. Must have stumbled upon outdated numbers in my expert Googling.

But I’d think that Benning’s advocacy would give them an opening to advance legalization. Democrats tend to be thoroughly spooked by the threat of Republican counterattacks on crime issues. And although Benning is only one Republican, he’s a very influential one. His stand ought to inoculate Democrats from GOP attacks.

It’s hard not to see this as a big step toward the death of the costly and ineffective War On Drugs, or at least the death of its most ineffective component, the war on Weed.
