The Governor’s Mass Unsheltering Policy Has Had Its Predictable Impact

I knew it was going to happen. There was no reason to expect any other outcome.

The annual “point-in-time” count of people experiencing homelessness showed a slight decline in total homelessness in Vermont — but a massive increase in unsheltered homelessness. And the results almost certainly underestimate the true scope of the problem.

Why? Three reasons, as explained by Carly Berlin, the housing reporter shared by VTDigger and Vermont Public. First, the PIT count happened on a very cold night in January, when the city of Burlington was operating an overnight warming shelter that gave dozens of people a very temporary place to stay. Second, the PIT count should always be considered an undercount because, well, homeless folk can be hard to find. And third, this is especially true of the unsheltered; they might be anywhere, and the state makes no effort at all to keep track of where they are or how they’re doing. No matter how diligent the counters are, they’re not going to find everyone.

Also, it must be said that if the PIT count were conducted now, the number of unsheltered would doubtless be even higher because of cuts in the General Assistance Emergency Housing program, a.k.a. the motel voucher system, imposed in the last couple of months.

John Rodgers Does Not Give a F***

Following his surprise victory over David Zuckerman last November. Lt. Gov. John Rodgers was widely seen as the Great White Hope of the Vermont Republican Party, someone capable of succeeding Gov. Phil Scott. I don’t buy it myself; I think he’s more likely to be the next Scott Milne than the next Jim Douglas. someone who enjoys a brush with electoral success but can never repeat it.

And the primary reason for my belief is that John Rodgers simply does not give a fuck.

The first sign of this was his live interview on local TV the morning after Election Night, when he chose to make his initial public appearance as LG-elect looking like he’d just rolled out of bed and stationed himself in front of the camera wearing a decidedly non-gubernatorial white T-shirt.

The most recent sign is this: Back on February 4, I wrote a post entitled “Bad Grammar, Typos, and Plagiarism: Welcome to John Rodgers’ Official Biography.” In the first line of his bio, he is identified as “the 84rd Lt. Governor of Vermont.” That’s right, “84rd.” There followed a cornucopia of misspellings and offenses against the English language. It was an embarrassment, not only to Rodgers but to the state of Vermont.

Phil Phones It In

For weeks, Gov. Phil Scott has been asking legislative leadership to “come to the table” and reach common ground on the school funding situation. On Wednesday, they came to the table — and the governor was nowhere to be found. He stiffed ’em.

He stiffed ’em physically by not showing up, and he stiffed ’em intellectually by presenting yet another half-baked, fiscally irresponsible “plan” for buying down property tax rates.

To me, his no-show proves that he didn’t want a deal that might be politically difficult. He’d prefer that the Legislature override his veto of the Yield Bill so he can use it as a campaign issue in hopes of eroding the Dem/Prog supermajorities.

Look, if he wanted a deal, he would have been there. If there was going to be a serious effort at compromise, he would have had to be there. His officials couldn’t have conducted meaningful negotiations in his absence.

While Senate Education is Fluffing Pillows, House Education is Tossing Bombs

I’m sure it was merely a coincidence. But one day after the Senate Education Committee went all Patty Hearst Syndrome in its confirmation hearing for education secretary nominee Zoie Saunders, and on the same day the Senate panel voted 3-2 in favor of her, the House Education Committee scheduled a witness who excoriated the politicization of the Education Agency, questioned Gov. Phil Scott’s commitment to public schools, and revealed some backstage maneuverings around the selection of the last secretary, Dan French.

The witness was Krista Huling, former chair of the state board of education. Why was she called, seemingly out of nowhere, on Wednesday, April 24? Committee chair Rep. Peter Conlon invited her to testify in response to “a lot of discussion around the building” about how the education system has changed since Act 98 was passed in 2012. Act 98 made the state Board of Education much less powerful and gave the governor significantly more control over education policy.

The Company You Keep

Christopher-Aaron Felker, seen here sporting a new fashion-casual look, went before the Burlington City Council Monday night and made an ass of himself.

Nothing new for him. In fact, his entire purpose in life seems to be trolling the libs. I’m going to pay as little attention as I can to his remarks because, frankly, attention is the air he breathes. But his little performance, for that’s what it was, can’t go without notice because it once again raises the question: What is acceptable behavior for a Republican Party official in Vermont?

He is, after all, STILL the chair of the Burlington Republican Committee. If his attacks on the LGBTQ+ community don’t make him persona non grata, then his admission of public vandalism might just do the trick. I don’t know, we’d have to ask Gov. Phil Scott, who shares the Republican brand with Felker — as well as notables like this guy.

The “Paul Bean” who took to Twitter repeating a thoroughly debunked anti-trans rumor is the same “Paul Bean” who was endorsed by Phil Scott in his bid for state Senate last year, and was just appointed by Scott to the State Workforce Development Board. Perhaps Bean will use his position to advocate for the public placement of litterboxes in order to attract members of the “otherkin” community to move to Vermont.

Bean’s appointment was part of the same tranche as ya boy Rob North, ultraconservative Christian who believes that forests, wetlands and waterways are as responsible for Lake Champlain’s pollution as agriculture or any other human activity.

Dr. Levine Says the Quiet Parts Out Loud

America’s Tallest Health Commissioner* stepped out on a limb earlier this week by agreeing to a long-form interview with David Goodman of WDEV and VTDigger. David is an accomplished journalist and skilled interviewer, and the results were predictable: the good doctor kinda spilled the beans.

Dr. Mark Levine acknowledged that the Scott administration’s Covid policies are not based on public health science. He used the word “hope” an uncomfortable number of times He implied that the administration welcomes a spike in Covid cases because it would build immunity in the population. He actually said that the admin is trying to “distract people from case numbers.” He admitted that the long Covid consequences of the Omicron variant are unknown. And he said his own behavior is substantially more cautious than the administration line.

Let’s start with “hope.” He said “hope” or “hopefully” a total of eight times. That’s an awful lot of conditional optimism for a set of policies that’s drawn heavy criticism from many experts, including Levine’s two immediate predecessors.

Levine was hopeful of a smooth transition from pandemic to endemic. He was hopeful that more people will get vaccinated. He hopes to “minimize serious illness and death.” He hopes that widespread shortages of test kits will be a thing of the past. He hopes that long Covid won’t be a major issue because of our high vax rate, and he hopes long Covid will be less of a problem after the Omicron wave than it’s been for other variants.

All that hope validates my view that the administration is taking substantial risks, essentially betting they can get through the pandemic without too much damage.

10/15 Campaign Finance Filings: Same Old Song (UPDATED)

Nothing in this column bears illustration, so let’s go with some clickbait.

In case you were wondering why all the commotion last night — the rowdy partying, the fireworks, the parades, the desperate closing-time hookups — well, the mid-October campaign finance reports are in.

Yippee!

There’s nothing that changes the complexion of the Vermont political season, but there are a lot of fascinating details. Let’s get started!

The Governor is in cruise control. Phil Scott’s campaign didn’t even break a sweat in the first half of October. He pulled in $41K, bringing his campaign total to a measly $376K. (For those just joining us, conventional wisdom has it that you need at least seven figures to seriously compete, and $2 million is a better starting point.) What’s really telling, though, is that he only spent $14K in the past two weeks. He did a bunch of small newspaper ad buys and no TV. He didn’t pay a dime to his big national campaign outfit, Optimus Consulting. He has over $100,000 in the bank, and shows no sign of making a serious dent in it.

Zuckerman fights the good fight. The Democratic/Progressive nominee is a spider monkey battling a gorilla: Impressively crafty, but likely to get squashed. Zuckerman raised a healthy $62K in the two weeks since October 1, for a campaign total of $629K. And there’s the problem: it’s really not enough money to fuel a statewide campaign against an entrenched incumbent.

If you look at his donor list, you see where his problem lies. He’s getting a ton of small gifts, but the Democratic power players are sitting it out.

Look at these numbers. Scott has 1,141 unique donors, and has taken in 768 “small” donations of $100 or less. Zuckerman has 5,234 donors, and has accepted 6,055 donations of $100 or less. (The latter number is higher because many of his donors have made multiple gifts.)

Even with Scott’s late entry into active campaigning because of the coronavirus, those are some telling numbers. Despite his broad popularity, Scott doesn’t have people lining up to give him money. Zuckerman has a much larger base of enthusiastic donors.

But his problem is, he isn’t getting the big money to augment the small fry. The state’s two largest public sector unions wrote big checks to Beth Pearce, Doug Hoffer, Jim Condos and TJ Donovan — but nothing, as far as I can tell, for Zuckerman.

Meanwhile, Democratic megadonor Jane Stetson donated $500 to Zuckerman’s campaign. That’s a buck in the tip jar for Stetson. If she was committed, she and her husband WIlliam would have each kicked in the maximum $4,160.

That’s only one data point, but it illustrates the disconnect between Zuckerman and the Democratic moneybags. He also, apparently, hasn’t received any money from Vermont’s Congressional delegation. (Bernie has done his bit for Zuckerman on the intangible front, but no direct contributions.)

Zuckerman has received a healthy $13,000 from the Vermont Progressive Party, which makes the absence of Democratic cash all the more glaring. And he’s given $22K to his own campaign. He’s needed every dime.
