A Curiously Expensive Bucket of Warm Piss

Something is happening that almost certainly has never happened before. In the general election campaign (post-primary), the candidates for lieutenant governor have outspent the candidates for governor.

This is mainly because Republican Scott Milne continues to drop large amounts of cash for TV ads. In the past week, Milne has reported mass media buys totaling roughly $140,000, with all but $1,600 going for TV spots. (The remainder was for robo-calls.)

Campaigns filing mass media reports are required to list any candidates mentioned in the material. Milne’s October ads mention himself and Democrat Molly Gray. I’ll assume they don’t paint Gray in a flattering light… and I’ll assume we have heard the last of Milne’s whining about negative campaigning, since he’s gone ham on the whole attack thing.

Since the August primary, Milne has spent a total of $102,000 on TV ads alone. He’s spent nothing on radio, and hardly anything on newspaper ads.

Gray hasn’t reported any mass media buys since 10/15, and has spent $52,000 since the August primary. Her media buys are widely distributed among TV, online and mailing, and she spends a lot more than Milne on staffing, organization and events. As I wrote earlier, Milne has adopted the Disembodied Head style of campaigning.

The race for governor, meanwhile, has been running on the cheap. Gov. Phil Scott has spent $11,000 for online advertising since 10/15, while Lt. Gov. David Zuckerman’s most recent mass media buy was on the 16th — $25,000 for TV ads. Nothing since.

The Efficiency Chimera Strikes Again

It’s magical!

If you had a time machine and chose, not to kill Young Adolf Hitler or have lunch with Jesus or ride horsies with Alexander the Great, but to go back to 2016 and listen to a speech by gubernatorial candidate Phil Scott, you would hear some familiar phrases. “Cradle to Career,” “Affordability,” “Protect the most vulnerable,” stuff he still says all the time.

You would also hear something you couldn’t hear without a time machine because Scott doesn’t say it anymore: “Lean management.” Here’s his campaign pitch, with a specific target number attached:

I believe we can reduce the operational cost of every agency and department by one cent for every dollar currently spent, in my first year in office. Saving one penny on the dollar generates about $55 million in savings. 

Yeah, well, then he got elected and things became much harder. This is what usually happens when a businessperson enters public office convinced that big savings are ripe for the picking, if only a little common-sense efficiency is applied.

The actual results have been embarrassingly puny. When asked about this back in February, after three years of Scott’s governorship, the administration pointed to $13 million in projected savings in his FY2021 (the year starting 7/1/20) budget. More than one-third of that total was due to the proposed closure of the Woodside juvenile facility, which had nothing to do with lean management.

Actual results: Not $55 million in the first year, but something less than $10 million in year four.

And you have to subtract, from whatever the actual savings were, the costs of training hundreds of state workers in lean management processes. (By the administration’s own accounting, 671 workers and managers in all.)

Where’d the Big Money Go?

To paraphrase the great Yogi Berra, it’s getting late early out there. Almost three weeks remain until Election Day, but we’re closing in on 100,000 ballots already cast in Vermont. That’s likely to be between one-third and one-quarter of all the votes. Which means that political spending will be less and less impactful as the ballots keep on rolling in.

So, where’s the big money? It’s absent, for the most part. The next round of campaign finance reports isn’t due until Thursday night, but we’re in the Mass Media reporting window: Within 45 days of an election, any mass media buys over $500 must be reported immediately to the Secretary of State’s office. In recent weeks, there’s little sign of big spends.

This would seem to be terrible news for Scott Milne, Republican candidate for lieutenant governor. On September 24, the Republican State Leadership Committee spent $210,000 on TV ads backing Milne. I took it as a sign that national Republicans saw Milne as a credible contender — perhaps even a future successor to Gov. Phil Scott, whenever he rides off into the sunset or Congress, depending.

But the ballots are pouring in, and the RSLC hasn’t spent a dime here in three weeks. Either they have bigger fish to fry, or they’ve decided that Milne is a lost cause.

We’re gonna need a whole lot of cheese

… To go with all that whine.

“Tis the season for complaints about dirty campaign tactics. It’s a game we love to play in Vermont, because we so ardently cherish the belief that Our Politics Are Better. Smaller scale, personal connections, trust, character, etc., etc. None of that nasty big-money negative attack stuff.

But we have our very own twist on “negative campaigning” — the ever-popular double reverse “accuse your opponent of negative campaigning.”

This has become a dominant theme in the race for lieutenant governor. Scott Milne accuses Molly Gray of being backed by a “shady” political action committee and hints at illegal collusion — without offering any proof. The PAC, Alliance for a Better Vermont Action Fund, produces ads that tie Milne to a national conservative PAC (Republican State Leadership Committee Vermont) that’s spending big money on his behalf — but cannot prove that Milne will feel any obligation to toe the RSLC’s line. Gray offers a selectively-phrased invitation to Milne to stop the negative talk and campaign on the issues. MIlne replies that the only negative advertisements are from the ABVAF, while all his advertisements are positive. Which is true, his ads have been positive*; but his own campaign traffics heavily in attacks on Gray. Gray drops hints that the multi-millionaire Milne is trying to buy the lieutenant governorship with his own money. Yes, Milne has spent roughly $100,000 on his campaign, but that’s far from “buying the election” territory.

*So far. On Friday, Milne reported spending $30,000 on TV ads that mention himself and Gray. Presumably they won’t mention Gray in a positive light.

In the race for governor, incumbent Phil Scott is indirectly (the Phil Scott way) accusing opponent David Zuckerman of negative campaigning — by saying that he would never stoop to such tactics himself, cough, ahem, harrumph.

The truth is, all these attacks about attack politics aren’t going to move the needle.

WCAX Gov Debate: Same Song, Different Verse

The governor,his eyes fixed downward as they were throughout the debate.

The final (IIRC) gubernatorial debate of the 2020 campaign happened Wednesday evening on Channel 3. And it was pretty much more of the same: Fairly polite, well spoken, and a clear contrast between Gov. Phil Scott and Lt. Gov. David Zuckerman.

Style Moment: Zuckerman looked directly into the camera. Scott never did; he looked downward and to his left throughout the debate. I’d say he was fascinated by Darren Perron’s shoes, except he’s done this at every previous face-off.

On substance, Scott spoke of austerity in the service of keeping Vermont as affordable as possible, something he seems to weigh entirely in terms of the tax burden. He downplayed any dramatic new initiatives that might cost money, unless it’s money from someone else’s pocket. The feds, for instance.

He did bring up his “Cradle to Career” concept, as he has done throughout his governorship and his 2016 campaign. Once again he failed to provide details, which he has consistently refused to do. That’s because the basic idea is to raid the Education Fund to pay for more robust efforts in pre-K, child care and post-high school education, and politically that’s a non-starter.

Scott often spoke vaguely about “needing to do more” without any specifics on issues like broadband, the opioid crisis, and making the state (and government) more diverse. On broadband, he again indicated he would depend on a major federal investment to bring the internet to rural Vermont. “We can’t wait for Congress,” replied Zuckerman.

As he did in previous debates, the Lite-Gov laid out a strong progressive slash Progressive agenda.

What if that poll was hot garbage?

For the entirety of our general election season, there will be only one public opinion poll that took the temperature of the race. That would be the September VPR/VPBS poll, conducted by the estimable Rich Clark.

The results of said poll, released about two weeks ago, were very good for Republicans. Gov. Phil Scott had a commanding 21-point lead over Lt. Gov. David Zuckerman. In a hypothetical 2022 matchup with Sen. Patrick Leahy, Scott had a rather stunning four-point lead. In the Lite-Gov race, Scott Milne was a little behind Molly Gray; the latter two results were within the poll’s margin of error. Also, the governor had a higher approval rating than any of Vermont’s three members of Congress — even Bernie.

This poll looms large in the narrative of the campaign because, well, it’s the only one. But what if the poll missed the mark? There’s reason to think that it significantly underestimates support for Democrats. We won’t know for sure until the votes are counted, but here’s the case for That Poll Was Hot Garbage.

10/1 Gov Campaign Finance Reports: Spare change

I was going to call this post “Pedal to the Metal,” and on a relative scale that’s true. Both Gov. Phil Scott and Lt. Gov. David Zuckerman dramatically picked up the fundraising pace in September. But by historical standards, both campaigns remain at bargain-basement level.

Zuckerman raised $107K in September, by far his best month to date, bringing his campaign total to $567K. He spent even bigger, a total of $141K in the month. By my calculation, he entered October with about $60K on hand (I’ve seen other figures in other reports, and I don’t know how they arrived at their numbers. I subtracted intake versus outflow.) Zuckerman also has $27K in the bank from past campaigns.

Scott raised $200K in September, bringing his campaign total to a measly $335K. He spent much of this year in a self-imposed campaign quarantine, as he devoted his efforts to the Covid-19 pandemic. September was the first month he took fundraising seriously, and he got decent if not spectacular returns. He didn’t spend all that much in September, so his cash on hand (again, other reports differ) is about $75K. He also has a $106K surplus from past campaigns.

Neither candidate entered October with significant wiggle room. Both will need to step up their fundraising pace if they want to boost their advertising and ground games down the home stretch.

And don’t forget that the Republican Governors Association is still lurking about. They could still pump in a flood of cash to back Scott, as they did in 2016 and 2018.

When Fact-Checking Fails the Truth

PolitiFact came into existence 13 years ago, with a simple mission: Try to discern the factual basis, or lack thereof, underlying statements and claims from political candidates. Dig through the bullshit, uncover the facts, and determine the truth.

It’s a great idea, but it’s very tricky in practice. It assumes that there is an absolute truth buried under the mountain of political bullshit. But what if there is no such truth? In the political arena, “facts” and “Ideology” are tightly interwoven. For instance, Vermont tends to rank near the bottom of the 50 states, or near the top, depending on what’s being measured. If you tried to determine where Vermont “really” ranks, you’d be dancing into a minefield.

In recent years, VTDigger has been part of the PolitiFact network, generating its own fact-checking pieces in an effort to help voters sort through political statements. Its latest effort, unfortunately, illustrates how PolitiFact-style analysis can lose sight of the truth in its search for “facts.”

In last week’s Digger debate, Lt. Gov. David Zuckerman floated his proposal for a temporary wealth tax aimed at the top five percent of earners — those who reaped the most benefit from the 2017 Trump tax cuts. The revenue would fund one-time investments that, Zuckerman says, would more than pay for themselves in economic growth.

Scott counter-claimed that Zuckerman’s “wealth tax” would reach all the way down to households earning $159,000 or more, which he characterized as “middle class.”

Well, as I pointed out in my debate blog, Vermont’s median income is $60,000, a long way from $!59K. Also, if your definition of the “middle class” reaches all the way up to the 95th percentile, there’s something wrong. Unless you’re saying the “middle class” includes everyone between the fifth percentile and the 95th.

“Think about two teachers, married teachers,” Scott said. But according to a 2019 Digger article, the average teacher salary in Vermont is a touch over $60,000. It’s possible for a teacher to earn $80,000, but it’s very uncommon.

Scott indulged in some misleading rhetoric, in other words. And yet, somehow, Digger concluded that Scott’s argument was “True,” the highest possible rating.

And the headline on the story was the real whopper: “Would Zuckerman’s wealth tax on the top 5% impact the middle class?”

The answer to that question is clearly, unequivocally “No.” And Scott’s claim, as restated in the headline, would properly be evaluated as “False.”

Digger Gov Debate: Cromulent Son

At least they flipped the room and got decent lighting.

It seemed remarkably civilized after Donald Trump’s attempt to run roughshod over debate protocol (and the foundations of our Republic), but the second major media faceoff between Gov. Phil Scott and Lt. Gov. David Zuckerman was a lively affair that managed to provide some light in addition to heat.

As in the first debate, Zuckerman put on a clinic on how to confront Scott, while the governor often seemed overly defensive, even a bit surly. And as in round 1, it’s unlikely to make any difference in the election outcome.

I’ve noticed an increasing tendency in Scott to bristle in the face of close questioning. He frequently interrupted Zuckerman and misrepresented the Lite-Gov’s record. Has he gotten soft after months of nearly universal praise? Or is he starting to harbor a sense of entitlement after three years in office?

Whatever, it was a rare slip of the mask for Mr. Nice Guy.

Y’know, if Vermont was half as progressive as its Bernie-fueled image, Zuckerman would have a decent chance at becoming the next governor. Unfortunately for him, the electorate leans more center-left than left. Sanders’ coattails are much shorter than you’d think. And Vermont voters like to think of themselves as balanced, and our political system as exceptionally civil. That’s why we quickly embrace people like Scott and Jim Douglas who put a pleasant face on traditional Republicanism. (And it’s why Scott Milne is eagerly grasping for the same electable image.)

If Vermont’s “progressive” electorate was serious about progressive policies, they’d reject a guy who is nearing the all-time record for vetoes. In three years, Scott has racked up 19 — and counting; during the debate he hinted at a veto on the cannabis tax-and-regulate bill.

The record holder is Howard Dean with 20. And it took Dean eight years to rack up 20 vetoes; it’s taken Scott less than three years to equal Dean’s total. Also, most of Dean’s vetoes were on relatively small-bore legislation — a bill to legalize the sale of sparklers, a change in members of the Fire Service Training Council, a measure aimed at quicker removal of abandoned motor vehicles.

Scott, on the other hand, aims his fire at the biggest targets. He has vetoed three separate budget bills, which is unprecedented in Vermont history. He has vetoed many of the Legislature’s top priorities; this year’s vetoes included minimum wage, paid family leave and the Global Warming Solutions Act. And might yet include cannabis. His veto record is quantum orders beyond Dean’s or Douglas’. Or any other governor in state history.

In short, Phil Scott is a huge obstacle to the Democratic/Progressive agenda. Yet the voters seem intent on giving him a third term, even as they return lopsided Dem/Prog majorities to the House and Senate. If you think voters decide based on the issues, think again.

But enough about that. On to the debate.

The VPR/VPBS LG Debate: Backwards in High Heels

Molly Gray was under some pressure today, to come back from last week’s meh debate performance and stand up against the attacks of Scott Milne. And she had to do so within the strictures placed on women and people of color who run for office: They have far less latitude than white men in displaying emotion of any kind or going on the attack. Obama consciously kept himself in check to forestall any “Angry Black Man” reactions. Hillary Clinton had to walk a tightrope — backwards, in high heels — while Donald Trump threw rotten tomatoes at her.

Gray did a fine job. She stood her ground. She attacked Milne’s record without sounding, in that wonderful world of female stereotyping, bitchy. It helped that Milne had shot his wad last Thursday; he had no fresh attack lines to spring on his opponent. All he could do was lob the old stuff at her, and this time she was fully prepared to answer.

Meanwhile, Milne often seemed churlish. He pushed lines of attack past the point of diminishing returns. He was patronizing. He complained about her answers. He was less skilled than she at deflecting to desired talking points. His performance did nothing to advance his campaign’s positioning of MIlne as Phil Scott 2.0, a nice-guy authentically Vermonty moderate Republican.

His handlers had better get him back into the bubble wrap. It’s time for Operation Deep Freeze to go into effect. Keep him out of the public eye as much as possible, to limit the chances that he’ll go off script and default to his snarky, self-pitying ways.

Now… let’s count punches.
