Ooh, Republican slapfight!

The Vermont Republican Party, said by Sen. Dustin Degree to be the party of youth, now has a 72-year-old running for Lieutenant Governor to go with the 68-year-old (Bruce Lisman) and the 57-year-old (Phil Scott) running for governor.

The latest AARP-eligible to grace the Republican campaign is Randy Brock, former state auditor and state senator, and spectacularly unsuccessful candidate for governor in 2012.

The best account of Brock’s announcement comes from the Vermont Press Bureau’s indefatigable Neal Goswami, who got the dirt on a freshly opened rift on the VTGOP’s right wing.

Recently, Brock had met with former VTGOP Treasurer Mark Snelling (65 years old, Dustin). The subject: the two men’s shared interest in Vermont’s Bucket of Warm Spit.

Snelling said he and Brock had a recent meeting in which the two agreed to ask the state party to host a meeting with candidates interested in the position “to try and maximize the talents within the party.”

But Brock called Snelling Wednesday night to tell him he was announcing his candidacy.

Sorta like two boxers ready for a fight. The bell rings, and one fighter suddenly says “Hey, look, it’s Muhammad Ali!” Second fighter turns his head; first fighter whomps him in the gut.

First Look: Brandon Who?, candidate for Lieutenant Governor

Last Saturday, after the Democratic State Committee meeting, I got the chance to sit down with Brandon Riker, who is (I think) the only declared candidate for Lieutenant Governor of Vermont. (See campaign website here.)

The 28-year-old Marlboro resident made waves on July 15, when he reported a campaign warchest of over $100,000. Granted, 90% of that came from himself and his family, but it made a statement of serious intent.

Quick impression: he’s energetic, full of ideas, and wants to make a difference. Whether that and a self-financed campaign will get him anywhere is another question. For him, unlike most candidates, raising the money was the simple part. Now he has to make a name for himself in Democratic circles, build an organization, attract support across the state, and almost certainly fend off some better-known Democrats in what promises to be a lively Lite-Gov primary.

Riker may be young, and may never have run for office before, but he cites more than a decade of political experience:

I’ve campaigned for progressive causes since I was 16 years old. John Kerry, Barack Obama, Jon Tester [in Montana], Mark Begich [in Alaska]. I’ve wanted to work on the hard races — the ones critical for Democratic control. It’s been 14 years since a Democrat was Lieutenant Governor, and we haven’t mounted a serious challenge in years.

Which is true, but probably won’t be true in 2016. With incumbent Phil Scott persistently hinting at a run for governor, top Democrats are sniffing opportunity. We’ve heard names like Senate President Pro Tem John Campbell and Senate Majority Leader Philip Baruth, among others, as possible candidates (as well as Senate Minority Leader Joe Benning on the Republican side). That would seem to put Riker at a huge disadvantage in terms of name recognition and established credibility among Democratic voters and donors.

A watershed moment for legalization in Vermont

This year, the state legislature did its best to tippy-toe around the issue of marijuana legalization. We heard the usual excuses — the time is not right, it needs more study, we’ve got too much else on our plate — and ended with an expensive consultant’s report sitting on a shelf.

Since then, two rather dramatic things have happened. Two weeks ago, Corrections Commissioner Andy Pallito called for the legalization of marijuana and the decriminalization of personal use of other drugs.

And now, we have a pro-legalization essay by the top Republican in the State Senate, Joe Benning. His piece, posted today on VTDigger, said legalization is inevitable, that marijuana is a useful and “widely popular consumer product,” that legalization would result in “a safer product,” and — here comes the Republican part — it would create “a legitimate, properly regulated industry [that] can only lead to more real, good-paying jobs.”

Well.

Sen. Benning can’t swing the vote on his own since his caucus numbers a mere nine*. The next step in marijuana law is up to the many Weebles in the Democratic majority, who’ve been painfully hesitant on the issue.

*Originally I wrote “seven,” but the good Senator corrected me. Must have stumbled upon outdated numbers in my expert Googling.

But I’d think that Benning’s advocacy would give them an opening to advance legalization. Democrats tend to be thoroughly spooked by the threat of Republican counterattacks on crime issues. And although Benning is only one Republican, he’s a very influential one. His stand ought to inoculate Democrats from GOP attacks.

It’s hard not to see this as a big step toward the death of the costly and ineffective War On Drugs, or at least the death of its most ineffective component, the war on Weed.

The disgraced and [ALLEGEDLY] disgraceful Norm McAllister continues to, ahem, “serve” the people of Franklin County as one of their two state senators. Some of his constituents are circulating petitions asking him to resign; many people, including Your Obedient Serpent, have called for the Senate to DO SOMETHING in spite of its convenient state of adjournment; and those same people have wondered why Republicans are so curiously circumspect about their [ALLEGEDLY] disgraceful brother in arms.

So I got a call from Joe Benning, Senate Minority Leader, seeking to explain the Senate and VTGOP side of things. He made some very good points, both politically and institutionally.

The political

First of all, he noted, “Everyone in the Republican Party I’ve talked to hopes that he will see that the difficulties before him are too great” for him to continue in office. And although the VTGOP’s efforts have been almost entirely behind the scenes,

It’s not like anyone is sticking their heads in the sand. …I’ve had two conversations with him and let him know my concerns. There are people in the county and state parties who are having ongoing conversations. He’s mulling over those conversations.

Benning hopes that McAllister will realize that he’s politically isolated, and facing a process likely to take “a year or more.” In other words, beyond the 2016 legislative session and well into the campaign. There’s a nightmare scenario for the Republican Party.

The nice and the necessary

Congrats to the House Republican Caucus, which finally came up with something like a budget plan, on the very day the House Appropriations Committee passed a budget. Three observations to begin:

— The committee vote was 11-0. Even so, the Republicans were lambasting the budget even before the vote was taken. Are the committee’s Republican members hypocrites, or is it harder to be a simple-minded partisan when the rubber hits the road and you’re in a small room with your Democratic colleagues, than when you’re facing the camera with fellow Republicans?

— The Republicans clearly didn’t take the budget-writing process very seriously, since they waited until Approps had finished its work before offering a single specific cut. Even worse, during the process Republicans frequently objected to cuts proposed by Democrats — again, without suggesting alternatives.

— The Republicans’ budget plan is unworkable on its face. Its major initiative is a call for zero growth, but that’s (a) impossible because some programs are growing, like it or not (Lake Champlain cleanup, for instance), and (b) an abdication of the Legislature’s responsibility to draw up a budget. The responsible course, as Approps chair Mitzi Johnson has pointed out, is to fulfill the legislature’s duty and make the hard choices. Across-the-board slashing is the coward’s way out.

The GOP caucus did identify some cuts they’d like to make — finally. Most of them are short-sighted as well as mean-spirited:

The cuts [House Minority Leader Don] Turner put on the table Monday include eliminating grants to substance abuse recovery centers, scrapping a childcare subsidy for poor mothers, cutting funding for state colleges by 1 percent, and taking $5 million from a fund that would otherwise provide college aid to Vermont students.

Republicans also say spending reductions on items such as the renter rebate, financial assistance for health insurance and the Vermont Women’s Commission are preferable to increasing revenues that would otherwise be needed to fund levels recommended for those programs in Gov. Peter Shumlin’s budget.

Okay, let’s make it harder for addicts to get clean, harder for poor mothers to hold down a job, make higher education less affordable, and make health insurance less accessible. All those cuts would save money in the short term, but cause even more expensive social damage in the long term. The Democrats are trying to walk a fine line, and craft a budget that’s not fiscally irresponsible while still helping to make Vermont a better place to live.

Which brings me to something that Senate Minority Leader Joe Benning said last Friday on The Mark Johnson Show. I don’t have the exact quote, but the gist was, “There are things that are necessary, and things that are ‘nice.’ At a time like this, we cannot do the things that are ‘nice.'”

That sounds good and responsible, but the devil is in the definitions.

Do you think low-income heating assistance is nice or necessary?

How about broadening access to health care? A social obligation, or an extra?

Let’s talk substance abuse treatment, at a time when Vermont is in the throes of an addiction epidemic. Necessary or nice?

The good Senator apparently believes all these things fall into the “nice” category. Many of us don’t agree.

Okay, now let’s look at some items that aren’t on the Republican cut list — and weren’t on the Democrats’ either, for that matter. Necessary or nice — you make the call!

— The state giving $2.5 million to GlobalFoundries, a move that will do nothing to keep the company in the state. On a worldwide corporate scale, that’s nothing. It amounts to a burnt offering meant to propitiate the corporate gods. And it takes a big leap of faith to think it’ll have any effect whatsoever. Necessary?

— The state continuing to let unclaimed bottle deposits go to bottling companies. That’s a $2 million item, I’ve been told. Is that a necessary giveaway? Hell, I wouldn’t even class that one as “nice.” “Noxious” is closer to the mark.

— When ski resorts purchase major equipment, they don’t have to pay sales tax. That’s another $2 million a year. Is that necessary, in any definition of the word?

— For that matter, we’re letting the ski industry make a fortune thanks in large part to bargain-basement leases of public lands. The industry is understandably loath to reopen the leases, but there are ways to get it done. Instead, we’re letting them ride. Necessary? Hell no. Nice? Only for the resort owners.

— Vermont is one of only a handful of states that exempts dietary supplements from the sales tax. Nice or necessary?

In addition, the state gives quite a bit of money in small grants to private and corporate groups. Here’s a few examples:

— The Vermont Technology Alliance gets a $52,250 grant. Why?

— The Vermont Captive Insurance Association gets $50,000 to pay for “promotional assistance.” I realize the industry is a strong positive for Vermont, but the grant is certainly not necessary.

— The Vermont Ski Areas Association gets $28,500. This is the same group that refuses to reopen the leases. Why are we rewarding their intransigence?

That’s just a few I happen to know about. I’m sure there’s lots more. Are grants to industry “necessary” or “nice”? If we’re asking the poor and downtrodden to take major hits to the social safety net, couldn’t we ask our industries to accept at least a haircut?

And if we want to promote business in Vermont, why not take back all these penny-ante grants, put part of the money into a coordinated statewide campaign (like the one proposed by Lt. Gov. Phil Scott’s economic-development crew) and bank the rest?

Also, the state Senate is considering a bill that would make Vermont’s economic development incentives easier to access. Supporters, such as Republican Sen. Kevin Mullin, posit the bill as an investment in Vermont’s future. 

Which is fine. But so is increasing access to higher education, providing child care for working mothers, and helping addicts get clean. Those social programs aren’t just “giveaways,” they are investments in a safer, healthier, more productive Vermont.

Unfortunately, they are investments on behalf of Vermont’s voiceless. LIHEAP recipients and working mothers and addicts and prison inmates can’t hire lobbyists or mount a PR campaign. So we too often fail to invest in them, while we’re more than happy to invest in corporations that might or might not use the money productively — but in either case, it’s definitely in the “nice” category, not the “necessary.”

So you see, Senator Benning, I agree with you. I just have different definitions of “necessary” and “nice.”

More on the motto: true to Vermont’s heritage

Of all the stuff I’ve written about Vermont politics and policy on this blog and earlier on Green Mountain Daily, the single-most-read piece I’ve ever posted was last week’s post about the proposed addition of a Latin state motto. So I thought I’d add some historical information for those still skeptical about the idea.

For those just joining us, Sen. Joe Benning has sponsored a bill designating a new Latin motto — not to displace “Freedom and Unity,” but to exist side-by-side. He did so at the behest of Angela Kubicke, a ninth-grade student at The Riverside School in Lyndonville*, who is apparently way smarter than I was in the ninth grade. Or certainly more dedicated and focused.

*Correction: Kubicke was an eighth-grader at Riverside when she first approached Sen. Benning; she is now a first-year student at St. Johnsbury Academy, and is also a member of the Latin Club at the Lyndon Institute. Credit where credit’s due. 

The motto, Stella Quarta Decima Fulgeat, is translated as “May the Fourteenth Star Shine Bright.” It’s a nod to Vermont’s status as the 14th state to join the Union — hence, the 14th star on the flag. My original post had to do with ignorant Facebook commenters who confused Latin with Latin America — basically telling Joe and Angela to take their motto and go back to Mexico.

There were also plenty of comments accusing the Senator of wasting time on such nonsense — when, in fact, bills like this take up very little of anyone’s time. In the opening weeks of the session, most of the work takes place in committees; and while other committees are debating taxes, budget, education, environment, etc., one single committee will spend probably a few minutes on this issue. The entire Senate does not grind to a halt over stuff like this.

There was also a third class of ignorant comments, saying we should stick with our heritage and not drag in some newfangled foreign motto.

StellaQuartaDecimaBut in fact, Stella Quarta Decima Fulgeat is a direct tribute to Vermont’s early status as an independent republic. During that time, it was pretty clear that Vermont would eventually join the United States, and the monicker “14th Star” was commonly used. In 1786, the government authorized the minting of Vermont coins; the phrase Stella Quarta Decima was included on the “tails” side of Vermont’s first coin.

So the motto is not new at all; it’s a reflection of Vermont’s early history. As is the use of Latin.

The next step in the odyssey of Stella Quarta Decima Fulgeat will take place at 2 pm on Wednesday, February 11, when Angela Kubicke will testify before the Senate Government Operations Committee.  “I suspect she will make a very good impression,” said Sen. Benning in a comment to my previous posting. “I am also willing to lay odds that the tripartisan membership of that committee will vote unanimously in support of the bill, if for no other reason than to demonstrate that legislators still care about the Classics and Vermont’s heritage.”

What started out as a small civics lesson for a single student may well become a big lesson in history — and open-mindedness — for all of us.

No good deed goes unpunished

You try to do something nice…

Last spring, Senate Minority Leader Joe Benning got a letter from an eighth-grader at The Riverside School in Lyndonville. She was studying Latin, and wanted Senator Joe to introduce a bill to give Vermont a Latin motto. We’ve got “Freedom and Unity,” but no Latin.

As the idea developed, those involved came up with a motto: Stella quarta decima fulgeat. The translation: “May the Fourteenth Star Shine Bright,” is a nod to Vermont’s status as the fourteenth state to join the union. Nice. Poetic in both languages. Benning brought the student to Montpelier and introduced her to the Government Operations Committee, which would consider her proposal.

*Also possible endorsement deal with the new 14th Star Brewery in St. Albans?

It was too late in last year’s session to launch the idea, but Benning introduced it this month. Senate Bill 2 would not affect “Freedom and Unity” at all; it would simply establish the Latin motto as a separate thing.

A nice harmless moment, no? A reward for a hardworking, creative student, yes?

Funny thing. Last week, WCAX did a story about Benning’s bill. And the reaction, as Benning told me in an email?

I anticipated suffering the backroom internal joking from my colleagues in the legislature.  What I did not anticipate was the vitriolic verbal assault from those who don’t know the difference between the Classics and illegal immigrants from South America.

That’s right, the WCAX Facebook page was inundated with angry posts from ignorant Vermonters spewing their hatred in barely readable fractured English. (Spelling and punctuation as-is) Warning: Teh stoopid, it burns!

Dorothy Lynn Lepisto: “I thought Vermont was American not Latin? Does any Latin places have American mottos?”

Norman Flanders: “What next Arab motto??”

Kevin P. Hahn: “How about ‘go back south of the boarder'”

Richard Mason: “We are AMERICANS, not latins, why not come up with a Vermont motto that is actually from us”

I could go on, but that’s more than enough.

And really, it’s only the tip of the iceberg. For every commenter who didn’t know the difference between Mexico and Rome, there were ten who were apoplectic over the notion that Our Representatives Are Wasting Their Time (as if this bill will take more than a few minutes anywhere), and that Joe Benning is a moron who should be voted out of office and/or evicted from Vermont.

The good Senator is reacting to this with admirable equanimity:

I figure this is a good opportunity for my now ninth grader to learn how to respond to such attacks with fortitude and grace.  I hope to be meeting with her and her parents this weekend to continue the educational experience.

Good on ya, Senator. Illegitimi non carborundum.

 

A passel o’ peevishness on Inauguration Day (Part Two)

In Part One, I mused about the overreactions and hurt fee-fees on both sides of yesterday’s Inaugural protest. Now, let’s turn our attention to the Republican reaction to Gov. Shumlin’s inaugural address.

Their main point, according to VTDigger’s Laura Krantz?

Gov. Peter Shumlin ignored the most pressing issues facing Vermont in the first speech of his third term, Republican leaders said Thursday in response to the inaugural address.

… Republicans, gathered in the Senate cloakroom, said they were disappointed Shumlin ignored property taxes and health care — two issues that topped voter concerns during the elections last fall.

The speech focused on energy and the environment, so the complaint is technically accurate. But it deliberately ignores the fact that Shumlin billed this speech as Part One of a two-part 2015 agenda. And the governor specifically said he will address the “missing” issues in next week’s budget address.

“Just because the governor has acknowledged that his plan is a failure doesn’t mean he can ignore health care. We still need to address it,” said Rep. Patti Komline, R-Dorset.

Well, he didn’t “ignore” health care. He said he’d address it next week.

Sen. Joe Benning, R-Lyndonville, said the speech focused not on saving money but on spending more.

Again, the budget address hasn’t happened yet. That’s when Shumlin promises a plan to balance the budget. And, for the fiscal conservatives among us, Shumlin’s energy/environment speech contained very little in the way of new spending. The energy part was mainly about new regulation of renewables, which doesn’t involve any state spending. The Governor did propose two fees to help fund Lake Champlain cleanup, but both are narrowly targeted on sectors that contribute heavily to Champlain’s problems — agriculture and commercial/industrial development.

Republicans said they are open to his ideas about cleaning up Lake Champlain and other waterways but those are not the big problems.

Well, actually it IS a big and urgent problem because, as they well know, the EPA is holding Vermont’s feet to the fire. If we don’t come up with a solid plan, including new funding, then the feds will come down on us hard. That makes Champlain a top priority.

Speaking of new urgency, here’s another Republican missing the point.

“It needs doing but where was he four years ago on this?” said Rep. Brian Savage, R-Swanton.

Well, he was doing the same thing Jim Douglas did before him: postponing the Day of Reckoning as long as possible. As Rep. Savage well knows, the EPA has run out of patience, so Shumlin can’t possibly put it off any longer.

 Argument is an intellectual process. Contradiction is just the automatic gainsaying of anything the other person says.

House Minority Leader Don Turner was his usual obstructive self, strongly opposing any new taxes or fees, and even blasting Shumlin’s proposal to use the current use law as an enforcement mechanism for farmers and loggers. And he did so in a stunningly inarticulate fashion:

“I think that we know that current use is a very popular program, and it is a very expensive program. But if we want open land in Vermont its been one of those tools that has worked really well,” he said.

So wait. Current use is “very expensive,” and, in fact, Republicans have called for new limits on the program, but it’s “worked really well” and we can’t possibly do without it. You’d need a couple hours of pounding ’em back at the Capitol Plaza bar before that started to make sense.

The entire Republican response consisted of the automatic gainsaying of anything Shumlin said.

With one exception. Lt. Gov. Phil Scott released a statement that began thusly:

“I was encouraged to hear the Governor talk about economic growth. It was good to hear about the Governor’s support of research and development, especially after this important incentive was reduced last year. I hope that the Governor’s mention in his speech today is a precursor to a proposal included in the budget next week.”

Admittedly Scott sort of bent Shumlin’s message in his own direction, but look at what he did:

— He identified common ground instead of just saying “No.”

— He acknowledged that the inaugural address was Part One of Shumlin’s agenda.

A hint of politics, but overall gracious and inclusive. That’s the way you do it.

Suddenly, everybody wants to amend the Constitution

Funny thing has happened in recent days, as we approach the legislature’s vote for governor:  Everyone’s talking about a Constitutional change to make sure this never happens again.

Bill Doyle must be enjoying a quiet “told you so” moment, considering that he first proposed such a change in 1974.

Nineteen seventy-four. Hell, a lot of you whippersnappers weren’t even born yet.

But did anyone listen to The Perpetual Senator? Nope, this is Vermont; we don’t fix things until they convincingly prove they’re broken. As the joke goes,

“How many Vermonters does it take to change a light bulb?”

“Change it? That was my grandfather’s light bulb!”

There are many ideas for a new way of electing a governor when no candidate receives a majority. Doyle would lower the threshold for election from the current 50% plus one to 40%. Some, including Sen. Joe Benning (on VPR yesterday) would prefer a runoff election. Some see an opening for Instant Runoff Voting, to avoid the hassle of a second vote. Some, such as outgoing State Rep. Tom Koch, simply say “We’ve gotta change this” without endorsing a new course.

The common ground, after weeks of uncertainty? We can’t let this happen again, ever.

Even those who’ve supported Scott Milne’s stubborn refusal to concede have concluded that We can’t let this happen again, ever.

Does that seem the least bit contradictory to you? People who are encouraging and enabling Milne’s pursuit of the governorship don’t want anyone else to do what he’s doing. Perhaps they’ve realized the slow corrosive effect of such machinations.

The system, as outdated as it is, was working fine as long as there was a tacit understanding among Vermont politicians: I’ll concede to a plurality winner if you will. Former Gov. Jim Douglas realizes the expediency of this approach, and advised Milne to concede the race after the election results were made official.

But Milne, stomping to the beat of his own drummer as always, forged ahead. Which has forced the state’s political class to confront a flaw in our system, and contemplate changing the Constitution.

Which brings up another contradiction. Milne supporters have carefully parsed every word of the Constitution in search of the hidden wisdom of our predecessors, in much the same way as federal Originalists treat the U.S. Constitution as a sacred text dictated by God himself. But now that they’re facing the consequences of a rickety process created in very different times* — a process that puts us in a class with only Mississippi in how we settle majority-free gubernatorial elections, and that’s a class you never want to be in — they want to tear that bit out of the Constitution and, as Rep. Heidi Scheuermann would say, bring it into the 21st century. I guess that bit wasn’t so sacred after all.

*Tom Koch’s opinion piece, posted on VTDigger, nails the anachronistic character of our current process. “Relic,” he calls it. 

Well, it’s progress, and I’ll take it.

However, I’m doubtful that the legislature will greenlight a Constitutional change. Tempers will cool after Milne has been dispatched back to the business world. There will be squabbles over the best process. There will be many whose knee-jerk reaction to change is “But that was my grandfather’s light bulb!”

And that, combined with the Legislature’s tendency to postpone action whenever possible, will kill any and all amendments.

And we’ll go back to living with a bad process and hoping we never get another Scott Milne again.

 

Somebody get Heidi Scheuermann to a Toastmasters meeting, STAT

I’ve often mentioned State Rep. Heidi Scheuermann (R-Stowe) as a potential rising star in Vermont politics. She’s got a lot going for her: a high profile among Republican lawmakers, strong connections to the now-ascendant moderate wing of the VTGOP, co-leadership of the putatively bipartisan Vision to Action Vermont (V2AVT), and founding membership in Campaign for Vermont, presumably giving her an in with CFV moneybags Bruce Lisman.

Some folks had demurred from my view that she’s a rising star because of her shortcomings as a public speaker. Well, based on today’s appearance on VPR’s “Vermont Edition,” they’re right. Scheuermann simply isn’t ready for the spotlight.

Scheuermann appeared on VPR with Senate Minority Leader Joe Benning to discuss Republican legislative priorities for the new session. Here’s one of her answers, faithfully transcribed, including all the um’s, repeats, false starts and pauses. The question, just so you know, concerned the possibility of raising taxes to help balance the state budget. Also, just so you know, there was often a discernible quiver in her voice, revealing an unexpected degree of nervousness in a veteran politician.

Well, um, I guess I would say first and foremost, um, for the past, uh, we sort of have a new normal, uh, in the legislature, and that’s unfortunate. And that normal is the budget deficits, extremely, um, large budget deficits. Every year we come in, ah, we have budget deficits. And that tells me, uh, that we, um, are… that the, the Governor and the legislative leadership and those who support these budgets are doing so, um, w-without an eye on the future and exactly how, how we’re going to pay for it.

Um, so when we come in with a budget of fi — with a five, four or five percent increase and, and tax receipts of, or an economy growing at two percent, um, that’s, you know, that’s a real problem and I think we should, we need to, like Joe said, really, uh, really concentrate on, on where we go from here, um, and understand that this can’t be a new normal, and that we have to address it in a comprehensive and fundamental way, and that is bringing the government into the 21st century, in my view. I think we are still stuck in a, um, 19th and 20th century state government, um, and I think we have to move it into the, into the 21st century with, um, with, ah, services being provided more efficiently and effectively, um, with… um… with m-more, um, communication with the outside instead of this internal sort of, of, functioning government that we have, with, with people in the offices, ah, five days a week, um, reading reports. Um, again, they work hard, our state employees work hard, but, ah, but I think we need to move the government into a, into um, into the 21st century.

That said, um, I also think we need to focus first and foremost, um, on our economy and the health of our state’s economy, and we have neglected that for years, and, um, and that’s why we’re in the position we’re in.

Scheuermann has now spoken for almost two minutes. She tries to continue, but host Jane Lindholm interrupts with a redirect. She asks what Scheuermann would suggest in terms of streamlining government or making budget cuts. The answer?

I guess I would say, well, again, um, ah, I wouldn’t propose specific cuts right now until we really get into it. It’s really, it’s very difficult as a legis — as a citizen legislature, um, to get into specific departments and micromanage those departments. I think it needs to come from the administration and the leadership of the administration to set a, uh, to set an agenda for how exactly we’re going to do this, and streamline, and um have more effective and efficient services. I would say for example, again, when you’re talking about economic, the uh economy, and really trying to grow our economy, um, so that it is long-term sort of um… uh… laser-like focus on the economy, I think for example the Agency of Commerce, um, people should be in their offices once a week, [chuckle] one day a week. And they should be out in the fields four days a week and really just talking to people, seeing what businesses need, seeing what our, uh, small employers need, um, and what their challenges are, what their opportunities are, and where we as a state might be able to help.

So that is just one example. Again, I’ll go back to the economy. When you have, we have personal income tax — the reason we’re in these… in the situation we’re in is our personal income tax receipts are down. Um, and that, and that’s due to payroll and, and, and that our economy is stagnant. And, um, so we really need to focus on growing our economy. I hope that that will be, uh, the number one priority for our legislature.

Holy Mother of God. That’s almost Milnesque in its cringeworthy awkwardness. Although admittedly it’s not nearly down to Milne level in terms of positional confusion. It also took three and a half minutes of radio time, including Lindholm’s interjection.

For now, I’ll pass by the policy howlers (Empty out the Agency of Commerce four days a week? Not a single idea for budget cuts, after eight years in the legislature? Content-free references to the 21st century? A transparently token sop to state workers?) and keep my laser-like focus on her delivery. Heidi Scheuermann is an unpolished and unappealing speaker who can’t fight her way out of a sentence.

If she wants to stay where she is now — representing a safe Republican district and being one of the more prominent voices in the legislative minority — she can keep on doing what she’s doing.

But if she wants to be taken seriously for a leadership position or as a candidate for statewide office, then she needs to clean up her rhetorical game big-time.

For an example of how to do it right, just listen to her fellow guest, Joe Benning. He was comfortable and articulate, he got to the point, he kept things simple, and was very quotable.

One protip for Scheuermann: Don’t be so afraid of dead air. Don’t fill up every available space with “ums” and repeated phrases. Let it breathe. It takes some time and practice, but it’s a worthwhile investment. I’ve never been to Toastmasters, but I hear it’s a great place to hone your public-speaking skills in a friendly environment.

Postscript. One unrelated piece of advice. In the process of writing this post I Googled “Heidi Scheuermann” and this is a screenshot of the second match:

Yeah, I don’t think that’s her real nickname.

Intrigued, I clicked on the link to her campaign website, and saw several porny inserts in green type scattered around her “About” page. If you roll your cursor over the site, the porny inserts all disappear. If you exit the site and then go back in, the green inserts reappear. They remain on the page as long as you keep your cursor outside the frame.

This doesn’t look like an ideological attack, because the inserts are so random. But the good Representative may want to check on her website’s security.
