Mother Nature’s Punching Bag

I can remember a time, not that long ago, when we believed the worst effect of climate change on Vermont would be a potential influx of climate refugees — people from coastal areas looking for safe havens in the hills and mountains of our state.

Yeah, about that.

We’re getting hit, very hard and very often, by the consequences of climate change in ways that outstrip all those places we used to look at with more than a touch of Green Mountain smugness. I’ve certainly wondered why people even live in the lowlands of Florida or Louisiana or Texas or why they hold onto beachfront property that’s being eroded away. Don’t they know better? Can’t they see the signs? And why should they expect the rest of us to underwrite their bad decisions?

Yeah, about that.

Rarely, if ever, have I seen a bunch of bad news on any subject to compare with what we’ve seen lately about how Vermont is in the crosshairs of climate change. It all adds up to one conclusion: Far from being immune, Vermont is in many ways uniquely vulnerable. We are at risk. And we’re repeatedly seeking help from others, who could understandably ask why they should bail us out when we insist on living in disaster-prone places like flood plains, riverside communities, or out in the countryside along dirt roads and unpaved driveways that can easily wash away. Governor No Prepares to Strike Again — UPDATED With More Potential Vetoes, Yay

The Vermont Legislature just wrapped up a fairly productive session, all told. Or should I say it will have been productive if Gov. Phil Scott doesn’t whip out the ol’ veto pen (Only in Journalism) and kill a whole bunch of bills.

And by all indications, that’s exactly what he’s about to do.

Might I take a moment to say, once again, that any Democrat who votes for Phil Scott isn’t serious about the Democratic agenda? Because the Legislature will have all it can do to override a couple, maybe three, gubernatorial vetoes. Even when you’ve got a supermajority, overrides are tough. So as long as Scott is governor, the Democratic vision for Vermont will remain frustratingly (or, if you don’t like Democratic policies, hearteningly) incomplete. Especially when it comes to climate change, where the governor is in position to decimate what the Legislature has accomplished.

There’s already been one veto this year, on the flavored tobacco ban. Override failed on a close vote in the Senate. By my unofficial and possibly incomplete count, we are probably in for six more. At least. Here’s the list.

Day Drinkin’ Time

Got a bad case of climate dysphoria today. It’s about 40 degrees colder than yesterday; Burlington saw new record high temperatures each of the past two days; in less than 24 hours we went from flood watch to gale force winds to freezing cold; and the newly-formed ruts on my dirt road have frozen into fascinatingly unpredictable configurations. It’s like art that can screw up your suspension.

Otherwise, well, there’s very real concern that we’ll have a mass unhousing tomorrow, Governor Nice Guy is turning heel, and Our Leaders don’t seem to have the vision to meet the various crises besetting us on all sides. Meanwhile, I’m sitting in my home office wearing a jacket. Indoors. I can’t imagine what it’s like for the involuntary “campers” our state’s policies have scattered across Vermont.

Oh, and I’m working on a really depressing story about the impact of bigotry in a Vermont town.

So yeah, third cup of coffee so far today. And by “cup,” I mean “22-ounce travel mug.”

“I guess it’s time to bulldoze it and head south.”

For those who see Franz Kafka as a creator of nonfiction, a public meeting held Tuesday evening in Barre provided plenty of evidence. The title of the event was pure nectar for bureaucracy devotees: “Substantial Damage Informational Meeting.”

City officials held the event, attended by dozens of homeowners, to clear up abundant confusion around the rebuilding process after the July flood. Because Barre was so hard hit, the response has been slow, glitchy, confusing, and full of obstacles for property owners. The meeting featured a parade of people struggling to negotiate federal, state and local regulations, insurance coverage, property tax abatements, and the possibility that a flood-prone section of the city might be completely redeveloped in a few years’ time even if the houses therein are repaired. The situation puts the city’s finances in a perilous, uncertain condition — as reflected in City Council’s recent decision to postpone municipal elections from early March to early May.

The woman pictured above who, like most of the commenters, didn’t give her name, said that it would be impossibly costly to elevate her house as required for flood-proofing.. She closed with the quote that became this post’s headline, stood up, and walked away.

She was far from the only person who was at sea over how to rebuild or whether to even try. “The cost today to repair stuff is astronomical,” said a man named Gordon. “You’d be puttin’ into them houses two times what it could even sell for. And who’d want to buy ‘em now after this last flood?”

City Manager Nicholas Storellicastro said that 40 properties had already applied for buyouts, meaning the owners have no intention of rebuilding. “To be candid,” Storellicastro said, “the city can’t afford to buy out 40 homes both from a financial standpoint because we have to front all the money and then get it reimbursed, but also from a tax base standpoint, that would just be debilitating to the city.”

From the tenor of this meeting, I’d say it’s almost certain that more people will seek buyouts or simply walk away.

Hey, Democrats: This Is the Kind of Thing That Keeps the Progressive Party Afloat

Oh, those smiling happy faces. At left: Everybody’s Favorite Governor. At right: the boy genius formerly known as Phil Scott’s Financial Regulation Commissioner Mike Pieciak, now State Treasurer and presumptive future Democratic candidate for governor.

Yeah, they were chummy back in the day. Funny thing: Even though they now reside on opposite sides of the metaphorical aisle, they still seem to be awfully simpatico. Yesterday, the two of them announced something of a superhero team-up to address climate change and resiliency issues.

Talk about things that make you go hmmm. A top Democratic elected official joining up with the Republican governor to tackle an existential issue on which the Democrats are often at odds with the governor? All I can say is…

Shocker: The Scott Administration Is In No Hurry on Climate Action

There was a brief exchange during the September 25 meeting of the Vermont Climate Council that went unnoticed at the time. But it seemed a clear signal that the Scott administration isn’t all that concerned about meeting the emission reduction targets for the year 2025 as established in state law by the Global Warming Solutions Act.

“Established in state law” as in “legally mandated.” But hey, what’s the rush?

The upshot, since it’ll take me a while to get there: The administration is, at best, slow-waking the process even though time is running painfully short to achieve our 2025 targets. If you check your calendar, I think you’ll find that 2025 is coming our way right quick.

Of course, Gov. Phil Scott and Natural Resources Secretary Julie Moore have previously opined that the 2025 and 2030 targets are no big deal, so maybe this shouldn’t be a surprise. But still, we’re talking about an eyes-wide-open flouting of state law. And that’s kind of a big deal.

Time for the Governor to Get Serious About Climate Change

The Vermont Climate Council is meeting on Monday. That’s the entity tasked under the Global Warming Solutions Act to make a plan to meet the Act’s mandatory emissions reduction targets. And from what I hear, Council members who represent environmental interests will be arriving with pointed questions for the Scott administration.

The issue: Is the administration ready to lead the rulemaking process necessary for attaining our target for the year 2025, which [checks calendar] is only about 15 months away? By law, the rules are supposed to be in place by next July 1. That might seem like a lot of time, but rulemaking is by nature a deliberate process, so we’d best be getting on with it.

You’d think our Year of Climate Disruption would inject a dose of urgency to the process. A mild winter, smoky skies from Canadian wildfires, the floods of July 10, and a very wet summer have brought the reality of climate change to our doorstep. One could imagine a Vermont governor seizing the moment to pivot from flood relief to a focus on aggressive climate policies.

But Phil Scott has shown no signs of being that kind of governor.

Congratulations to Team Scott for Scoring a Cheap Political Point Against the Democrats

Legislative leadership has a somewhat (but only somewhat) overblown reputation for shooting themselves in the foot. They have often made Gov. Phil Scott’s job easier by giving him pain-free victories or allowing his minions to run rings around them.

The latest installment of this depressing melodrama features the complaint from House Speaker Jill Krowinski and Senate President Pro Tem Phil Baruth about the “Vermont Strong II: Electric Boogaloo” license plates first suggested [checks notes] almost two months ago by Gov. Phil Scott.

Now, I’m no fan of the plate. It’s an obvious play on Vermonters’ partially earned self-regard, and there’s something ironic about flogging vehicle license plates to help recover from a climate change-related disaster.

Also, Baruth and Krowinski have a strong argument that the governor overstepped his constitutional authority by advancing the program without Legislative approval. Team Scott argues that he is simply extending a program authorized by the Legislature in 2012, after Tropical Storm Irene.

That seems pretty thin to me, but politically speaking it doesn’t matter. There is no way that this doesn’t end up being a strong net positive for Scott. Assuming he runs for re-election, this thing would be potent fodder for the TV ads he probably won’t have to bother airing: “Legislative leaders are so petty and obstructionist, they didn’t even want me to raise disaster recovery money with a positive, feel-good message.”

Team Scott fully realizes this. And when you look at the sequence of events, it’s pretty clear that his people leaked this story and that Baruth and Krowinski didn’t intend for this to become public.

Montpelier Is on the Edge of a Doom Loop

Got a haircut this morning.

“Bully for you,” I hear you say. “Want a lollipop?”

Well, no. I bring it up because a classic barbershop conversation brought home a grim reality: Downtown Montpelier is in serious trouble and will never be the same. This, despite the robust community support for many businesses and the prospect of state and federal relief.

My barber plied her wares on Elm Street until July 10. After the flood, she quickly found new quarters on the Barre-Montpelier Road.

And she has no plans to move back, even though her business has “Elm Street” right in its name.

While I was in the chair, a familiar gent came in and sat down. Turned out he was the owner of Capitol Copy, a long-established downtown business we’ve patronized for years. He made it clear he had no plans to reopen, a decision he made easily and without regret. He also said he’d heard that another major downtown business was not going to reopen, in part because the landlord apparently had no plans to restore the property, which also contains two other businesses.

The press accounts of Montpelier’s recovery have tended to emphasize the positive: the robust community response, the doughty merchants rolling up their sleeves and getting down to work. But this encounter made me think that the real picture is much darker — that despite all the happy stories and successful fundraisers, Montpelier’s business district is in serious trouble.

In fact, the heart of downtown is in danger of emptying out unless serious changes are made in construction practices, zoning, planning, and land use — not only in Montpelier itself, but throughout central Vermont. It’s going to take some serious work to save Montpelier, not to mention all the other river-adjacent communities that don’t enjoy the same level of community support as our capital city.

This Is the Easy Part

Gov. Phil Scott is getting positive reviews for standing tall in the public eye, projecting an aura of confidence and strength, displaying leadership in a time of crisis.

All good things, to be sure. But I remember in 2011 when his predecessor Peter Shumlin got the same kind of plaudits for his handling of Tropical Storm Irene. But it turned out that Shumlin was a much less skillful administrator in the absence of a crisis. From this I learned that crises are not the true test of a leader. You need definite skills in such moments, but they are not the same skills that make someone an effective manager in “normal” times or a visionary who can steer the ship of state in a positive direction.

Phil Scott’s true test will come after the immediate crisis, when he will have to learn the right lessons from the Flood of 2023 and craft policies to minimize the chances of similar disasters in the future. And to do so even if it means re-examining his own beliefs and preconceptions, something that hasn’t been his strong suit in the past.
