Free advice for the last people on Earth who would take it

So, over at journalismjobs.com there’s an intriguing listing from my former employer:

Award-winning, locally owned Seven Days newspaper is on the hunt for a political columnist or a news reporter to join our state government team.

That’s either/or. They’re going to hire one or the other. Which means they haven’t made up their minds whether they’re keeping “Fair Game.” It’ll depend, one must assume, on the inclination of the best applicants.

Before I begin the uninformed speculation and free advice, let me make one thing clear. I have no inside information. At this point, I have less insight into the inner workings of Seven Days than I do for True North Reports, the ha-ha “news” site bankrolled by reclusive moneybags Lenore Broughton.

When I got the ziggy, I didn’t know whether they intended to keep the column going or kill it. In recent years, Seven Days has sought to distance itself from its hippie-dippie alt roots. Maybe the Peter Freyne Memorial Chair no longer fit in with the highfalutin aspirations of Vermont’s largest organ.

On the other hand, it’s tough to imagine a Seven Days without “Fair Game.” Back in the bad old days, Peter Freyne was their only news guy, to use the term very loosely. The column has been a staple of the paper since practically day one.

Also, at this point it occupies a singular place in Vermont’s news ecosystem. There are no other political columnists, besides the part-time ruminations of VTDigger’s Jon Margolis. “Fair Game” remains incredibly popular — a must-read for anyone in Vermont politics or news media. That’s a lot of legacy and pageviews to surrender. Also, Vermont politics needs a good shitkicker. It’s far too comfortable a space right now.

But if they’re going to keep “Fair Game,” they need to make some decisions about what exactly it is and what their expectations are. Otherwise it’s not fair to the new hire. It sure wasn’t fair to me.

Deadbeat Donald

It’s a minor thing compared to the egregious offensiveness of his entire campaign, but Donald Trump has once again proved to be a deadbeat. He has failed to pay an $8,500 bill issued by the City of Burlington for police and fire overtime costs related to Trump’s January rally in the Flynn Center.

You remember, the one where his campaign issued thousands and thousands of extra tickets, thus ensuring a law-enforcement quagmire and setting the stage for potential violent confrontation?

Well, he hasn’t paid up, and the city has decided “it would not be cost effective” to pursue the matter.

[Mayor Miro Weinberger] reiterated that Trump’s “failure to cooperate” with local law enforcement and lack of communication with the public and ticketholders put “undue strain on the City’s police and “unnecessarily hurt downtown businesses.”

Paying the invoice, Weinberger said, “remains the right and honorable thing for Mr. Trump to do.”

Well, sure, but there’s no point in waiting for Donald Trump to do “the right and honorable thing.” He has a long record of doing otherwise.

Don Turner plays hardball

I don’t know if it’s the Hansen effect or what, but lately House Minority Leader Don Turner has adopted a more aggressive stance toward his job. Instead of loudly complaining about the maneuverings of the Democratic majority, he’s now finding opportunities to play the active obstructionist.

This is kind of a new thing in Vermont politics, and is of a piece with how Congressional Republicans act on the national stage.

Turner’s latest exercise in Human Speedbump concerns S.230, the energy siting bill vetoed last week by Governor Shumlin. He has reportedly crafted a “fix” to the bill that would allow him to sign it; but Turner is vowing to block passage in any way he can.

And it ain’t nothing but politics.

About that Shumlin approval poll

Bit of a surprise came to us late last week, with news of a survey showing Governor Shumlin had suddenly enjoyed a surge in popularity.

The results were released by Morning Consult, a national polling agency that gave Shumlin a 55 percent approval rating after collecting data online between January and May. Shumlin jumped nearly 10 points from the last time Morning Consult polled Vermonters, in November, when 46 percent of respondents gave him a thumbs up.

The results are also at odds with a February poll from the Castleton Polling Institute that put the Governor at 37 percent approval, and the previous two Castleton surveys: in September 2015, Shumlin was at 40 percent; in March 2015, it was 41 percent. That’s awfully darn consistent.

The Democratic Party was quick to promote the Morning Consult number. Understandable; it would be the best possible news for the party and its gubernatorial candidate. It would prove broad support for the Democratic agenda, and it would mean the candidate wouldn’t have to create distance between her- or himself and Shumlin.

As for me, well, color me skeptical. After all, what has happened since February — or November — to bolster Shumlin’s popularity? He didn’t score any high-profile victories in the Legislature. And he’s taken quite a hit from the EB-5 imbroglio, since he’d associated himself so prominently with the scandal-plagued developers.

Is there some other counterbalancing factor — some political “dark matter” exerting a positive gravitational pull on Shumlin’s numbers? Or is it just an outlier?

Good Ol’ Norm: Bloodied but not unbowed

Heh-heh. Just as I predicted, Senator-in-Purgatory Norm McAllister has filed petitions to run for re-election.

Heh-heh-heh. HAHAHAHAHAHAHA.

Sorry. Political junkies get a little excited at the prospect of chaos among the comfortable class. And I bet the Franklin County GOP is wetting its collective pants.

VTDigger broke the news; McAllister dropped off his petitions at the Franklin County courthouse this morning, and (showing uncommon restraint for him) was not immediately available for comment.

Need I remind you: McAllister faces two trials on numerous sex-crime charges; he allegedly coerced women (over whom he exercised some measure of control) to have sex with him. He was arrested on the Statehouse grounds in the last days of the 2015 session; the Senate then spent the entire off-session with its head stuck in the sand, hoping Norm would just go away. When he didn’t, the Senate decided to suspend him for the remainder of the session.

So now that he’s thrown his hat in the ring, let the speculation begin…

So, Shap.

The all-but-certain became reality yesterday. Outgoing House Speaker Shap Smith announced he will run for lieutenant governor. Thus making him a political rarity: a person who launches a campaign for one office, abandons it, and resets a candidacy for a different office. (He had killed his bid for governor last fall due to his wife’s illness.)

I’m not surprised. In fact, I’ve been promoting the idea since I first reported it way back on February 8.

At this point, it would be awfully difficult to re-enter the gubernatorial race. …But lieutenant governor? That wouldn’t be so hard.

… Also — and this is crucial for Smith’s personal situation — the job isn’t all that tough. He bangs the gavel in the Senate, he does some soft appearances around the state. He can pretty much set his own schedule.

He’d have a high-profile role at the center of state government. And it’s a great way to build name recognition for a future run at the top job — something Smith would still like to do.

Hey, I was right! You know what they say about blind squirrels and acorns.

Budget Kabuki

The Vermont House passed a budget this week. Pretty quick and pretty painless, considering the state’s fiscal situation. Lawmakers found money in a lot of places that won’t directly impact working Vermonters’ take-home pay.

Much of the new revenue comes from raising fees on registration of mutual funds. That’s a minuscule line item in funds’ expenses, so the actual effect on The People will be negligible at most. Ditto with an increase in registration fees for large banks. In general, the House found ways to prop up necessary state programs with some fairly reasonable tax and fee hikes. Mostly fees.

Republicans, of course didn’t see it that way. There were the usual, utterly predictable cries of outrage that are repeated every time a tax or fee is increased — even when a fee hike simply reflects the impact of inflation. (Fees are fixed; if you don’t raise ’em occasionally, you’re narrowing your revenue stream.) It doesn’t help Republicans’ credibility when every single revenue enhancement, no matter how small, is a punishing blow to struggling Vermonters and a mortal threat to the economy.

This time, there were loud laments over being shut out of the process. Which, first of all, c’mon. When the Republicans ruled this roost for over a century, how much credence did they give to Democratic ideas? When state lawmakers in Kansas or Oklahoma or Michigan or any other state with a Republican majority sets policy, do you think they allow Democrats to have a fair say?

Of course not. Shoe’s on the other foot, guys. Suck it up.

Senate Tweaks Doomed Program

Well, huzzah. The State Senate has approved a change in the public financing law. Currently, a candidate who wants public financing has to wait until February 15 to say or do anything campaign-related. Given the current fashion in extra-early campaign launches, that’s a significant handicap.

Tne new bill would start the clock “as soon as a privately financed candidate raised or spent up to $2,000 on a gubernatorial or lieutenant gubernatorial campaign — up to one year before Election Day,” reports Seven Days’ Paul Heintz.

This solves the too-late problem without ensuring ever-earlier campaign launches. Good idea.

However, it’s quickly becoming apparent that the deadline is far from the biggest problem with the public financing system. The biggest problem is the skyrocketing cost of statewide campaigns and the paltry sums on offer through the public funding system.

Currently, a gubernatorial hopeful who earns enough small donations gets to (a) keep that money and (b) get enough public dollars to bring their campaign total to $450,000. For lieutenant governor, the figure is $200,000.

And those are absolute limits. Not a penny more, from any source. Not even a mention in a party’s email blast.

These days, that’s simply not enough to support a competitive campaign.

The budget mess, again

One of the annual features of the Shumlin Era is the battle to close a budget gap*. There are reasons for this: the rising costs of (1) operating a government (mostly health care), (2) operating public schools (mostly health care), and providing social services (mostly health care).

*To be fair, it was also a feature of the Douglas Era, but the dynamic was different: Republican governor versus Democratic legislature. 

And then there’s the revenue side. Vermont is suffering from a creaky tax system that doesn’t reflect current economic realities, and is bringing in less and less money over time.

The Legislature is now in the throes of dealing with Budget Gap 2016, which has many of the features of past editions. Cries of doom, unexpected revenue upgrades, patently unworkable/unpopular money-raising ideas from Shumlin’s crack policy staff, and lawmakers trying to find alternatives. This year, we also have a significant difference between administration and Legislature over the size of the budget gap; per VTDigger, House budget writers say the administration omitted more than $9 million in basic government operations from its proposed budget…

…including a pay increase for state workers (estimated at $2 million to $6 million, depending on the results of a fact finder’s report and ongoing contract negotiations), pay increases for child care and direct care workers ($1 million each), and funding for the Low Income Home Energy Assistance Program ($4 million).

Shumlin’s modest proposals for new spending have already been killed by the House Appropriations Committee, whose first priority is closing the gap between current obligations and state revenue.

It’s a depressing Rite of Mud Season that has drained the energy of the Democratic caucus, party, and electorate.

The Property Tax Rebellion Has Been Postponed Indefinitely

It’s common knowledge that the people of Vermont are mad as hell over the high cost of public schools. And even angrier over the Legislature’s attempt to fix the problem. The situation was so dire that Governor Shumlin and Democratic leaders rushed through a fix to Act 46’s perceived unpopularities at the start of this year’s session.

Then came The VPR Poll, which showed an astounding lack of engagement with the issue. Here’s how I wrote it up:

As for Act 46, the school governance bill seemingly reviled by all — from conservatives who want tougher spending controls, to liberals who want no restrictions — most people are, well, ehh. Only 13 percent are “very familiar” with Act 46; 44 percent are “somewhat familiar”; and a whopping 42 percent are “not at all familiar.”

… Also, despite the Act 46 uproar, a solid 51 percent support Vermont’s efforts to encourage school consolidation. An underwhelming 29 percent oppose. 20 percent say “it depends” or “no opinion.”

One week later came Town Meeting Day, and the results add more credence to the poll. Josh O’Gorman of the Vermont Press Bureau totted up the numbers, and the conclusion may surprise you.

Around the state, voters approved 95 percent of school spending plans, and approved five merger plans by wide margins, according to unofficial data from the Vermont Superintendents Association.

All told, voters approved 231 of the 242 budgets offered Tuesday, creating a three-year trend that has seen fewer budgets defeated each year.
