How Not to Debunk a Myth

The latest edition of “Brave Little State,” Vermont Public’s question-answerin’ podcast, addresses a widely-held belief that our homelessness problem is largely caused by people moving to Vermont to take advantage of our motel voucher program. And addresses it poorly, incompletely, and at great length.

The episode is entitled “Is Vermont’s motel program a ‘magnet’ for out-of-staters experiencing homelessness?” There is no evidence for the notion. In fact, there is a body of research showing that people in distress don’t cross state lines in any real numbers in hopes of accessing better benefits. Reporter Carly Berlin, whose work is co-published by Vermont Public and VTDigger, gets there eventually, but takes a godawful long time to do so. In the process, she manages to distort the basic issue, omit crucial aspects of the story, and get some key facts wrong.

The fundamental problem isn’t with Berlin or her many co-producers and overseers. (A total of seven Vermont Public staffers are cited in the closing credits.) The problem is that the issue was subordinated to the format. This wasn’t a story about homelessness and benefits; it was A Reporter’s Journey In Search Of Truth, filtered through the highly developed process of long-form public radio storytelling pioneered by Ira Glass’ “This American Life” and refined in this age of public media serial podcasting. The end goal of the production is more esthetic than journalistic.

This question can easily be resolved, but that’s not how you build a podcast. A long-form narrative needs a build, a measure of suspense, unexpected twists and turns, even if the actual path is pretty straightforward. Which is how you wind up with a 38-minute-long piece of audio that kind of bungles the assignment.

The Striking House/Senate Divide on Homelessness Policy

You don’t need to know the details of what’s going on in the House and Senate to realize how different the two chambers are when it comes to providing for the homeless and creating a better social safety net. All you have to know is that last week, when the House was addressing how to fix the system, they called on expert advocates Anne Sosin (seen above) and Brenda Siegel. And when the Senate Appropriations Committee was trying to fine-tune the current program, it called on two Scott administration officials directly involved in the policy failures of the last several years.

Siegel had submitted written testimony (downloadable here) to Senate Appropriations and was present in person at the Friday hearing, and yet the committee didn’t invite her to speak. They depended instead on the architects of doom: Miranda Gray, deputy commissioner of the Department of Children and Families’ Economic Services Division, and Shayla Livingston, policy director for the Agency of Human Services.

Appropriations wrapped up its disgraceful week with a brief hearing on Friday morning, in which it quickly finalized the details of a half-assed emergency housing plan and sent it on to the full Senate, which rubber-stamped it within a half hour.

The short version of the House/Senate divide: The House is trying to build a robust bridge to a comprehensive system to help the unhoused. The Senate is patching and filling the current system with an eye more on the bottom line than the human need.

This Is Not Going Away

One of the lesser aftereffects of The Great Unhousing (Abridged) is the fact that the fine old Vermont pastime of “camping” is now a euphemism for “no shelter for YOU!” So there’s that.

Otherwise, I’m sure Our Political Betters are hoping that the issue will Just Go Away, Already now that they’ve managed to squeeze out a partial, inadequate offramp for the motel voucher program.

News flash: It’s not going away. We may have avoided unhousing 2,000-odd households, at least for now, but we’ve done nothing for the 800 or so households who were kicked out of their motel rooms this month. And the deal between the Legislature and the Scott administration sets the stage for a drip, drip, drip of unhousing over the next several months due to the mean-spirited restrictions put on the extended program. You know, avoid the big one-day eviction events, the media doesn’t notice, the unhoused disappear into their cars or unsanctioned campsites or wherever the hell they go as long as they go somewhere, and the political headaches are manageable.

That’s right, our goal is not to help the vulnerable and alleviate suffering, it’s to keep the issue off the radar. But some of us are planning to keep making noise.

The PIT Report Casts a Harsh Light on Our Political Betters

Well, this explains a lot.

The 2023 Vermont Point-in-Time Report of Those Experiencing Homelessness is out, and it shows an explosion in homelessness over the last four years, including an 18.5% increase from last year — and a 36% hike from 2022 in unhoused families with children.

The latter figure is bitterly ironic considering the Democratic Legislature’s laser focus on helping children this session. Too bad that while they were funding child care programs and universal school meals, they couldn’t be bothered to keep roofs over unhoused children’s heads. (They could still reverse course during the upcoming veto session, which would be nice.)

The PIT Report also makes the Scott administration look even worse, which is quite the accomplishment. The numbers make clear that homelessness was exploding even as Scott was bound and determined to kill the motel voucher program that provides shelter for 80% of Vermont’s unhoused. Well, it did until last week, when the state evicted some 700 voucher clients.

The numbers also shine an unforgiving light on the administration’s failure to make any transition plan whatsoever for ending the voucher program humanely. They had to know this was happening, and yet they did nothing. It was “a crisis outrunning the state’s response,” in the words of Dartmouth College policy fellow Anne Sosin, who spent the 2023 legislative session desperately trying to get state officials and lawmakers to acknowledge the obvious.

The continuing rise in homelessness also belies Scott’s argument that the program was a response to Covid-19 and now that the pandemic is “over,” the program has to end. Problem is, even as the pandemic was waning, homelessness kept on rising dramatically. The real problem was a massive imbalance in real estate markets. There was never a policy adjustment to that change in reality.

The Acceptable Cruelty Calculation

From the rumor front, there’s good news and bad news.

The good news: State Senate budget writers appear to be pondering additional funds for housing the homeless.

The bad news: They may be trying to do it on the cheap.

This week, the Senate Appropriations Committee is hammering out its version of a spending plan for fiscal year 2024. One big pending decision is how to deal with the looming end of the emergency housing program that serves 80% of Vermont’s unhoused through motel vouchers. If the program ends as scheduled in May and June, some 1,800 households could be unsheltered.

The House, after much dithering, added $20 million to its budget for related spending. Half would go toward purchasing vacant mobile homes, and the other half would boost support services for the unhoused. But the voucher program would end on schedule, and how the wise heads of the House failed to see the potentially catastrophic effects of this, politically, financially and morally, I have no idea.

On to Round 2 in the Senate, where two policy committees allowed token testimony from housing advocates. The latter presented a clear plan for extending emergency shelter while implementing a proven strategy to permanently expand available housing options and make a serious dent in the homelessness crisis.

Things looked bleak, but there are hints that the budget-writing Senate Appropriations Committee is looking to fund some version of said strategy.

Great, yes? Well, glass half full, glass half empty.

How Not to Hold a Legislative Hearing

Hey, remember when I wondered where all the other witnesses were? The ones who should be testifying on behalf of all the groups and institutions sure to be affected by the scheduled end of the emergency motel voucher program?

Turns out it’s just as well they didn’t show up, because the hearing was way too short even for the witnesses who did appear. The whole thing was kind of embarrassing, in fact. (It doesn’t help when lawmakers like Sen. Ann Cummings seem to be ostentatiously not paying attention, but it’s hard to resist the siren song of personal electronics.)

Wednesday morning, two Senate committees — Economic Development and Health & Welfare — held a joint hearing on emergency housing and, just as a bonus, the lack of housing and support services specifically for people with disabilities.

Either issue warranted a good bit of time. Instead, both were crammed into a single hour. Seven witnesses were on the schedule which [whips out abacus] means each of them were allotted less than ten minutes to make their case and answer questions.

Before I go on, lI should say that in the long run, this hearing will be a footnote. What matters are the discussions and negotiations around the FY2024 budget, and whether provision will be made for adequate housing and shelter for the 1,800 households who face eviction when the motel program is allowed to expire.

Where Are All the Other Witnesses?

Should be an interesting, perhaps pivotal, hearing Wednesday morning. Two Senate committees will hear from a series of housing advocates about the looming end of Vermont’s emergency housing program. Will their voices be heard, or will they get a polite brush-off as they did in the House?

Tomorrow’s witnesses include former gubernatorial candidates Brenda Siegel and Sue Minter (the latter now head of Capstone Community Action), Anne Sosin of the Vermont Affordable Housing Coalition, Christine Hazzard of the Brattleboro Housing Coaltion, and Susan Aronoff of the Vermont Developmental Disabilities Council. It’s kind of an all-star cast for housing insecurity.

But my question is: Where is everybody else?

Given the potentially wide-ranging consequences of ending the motel voucher program, there ought to be a line down the hallway, out the door, and around the building of people wanting to give Senate decision-makers a piece of their minds. The fact that there isn’t is a measure of the cluelessness of institutional Vermont about what might happen this summer.

House Dems Vote to End Emergency Housing Program, Then Brag About Protecting “The Most Vulnerable”

It’s standard practice for a legislative body to pass a bill and for leadership to issue a self-congratulatory press release. That’s what the House majority did after passing a budget bill. Which, OK, fine, passing a budget is a big tough job. A self-back-pat is not out of order.

But right in the middle, we get this:

This year and every year, House Democrats lead on supporting Vermonters in every community and every county. These shared priorities include: protecting Vermonters who are most vulnerable, sustaining support networks that keep people housed and fed, improving access to affordable childcare for working families, supporting thriving schools, investing in our workforce and economy, establishing paid family and medical leave, and meeting the needs of older Vermonters.  

Wait, what’s that? “Protecting Vermonters who are most vulnerable”? “Sustaining support networks that keep people housed and fed”? Come the fuck on.

(Pardon my French, but in this case it’s justified.)

This budget bill will end the emergency housing program that currently provides shelter to more than 80% of Vermonters experiencing homelessness.

This bill doesn’t protect the most vulnerable. It throws them out on the street.

House Democrats Are Told How They Could Avoid a Humanitarian Disaster, and They Said “No Thanks”

If there’s anyone on this earth who could understandably be Sick Of This Shit, it’s Anne Sosin, pictured above in a space that Room Rater wold give at least eight out of 10. (“Nice window, background not too busy, solid but unpretentious bookshelf.”) Sosin has gone from arch-critic of Gov. Phil Scott’s Covid policies to interim head of the Vermont Affordable Housing Coalition, where she’s taken on the thankless task of developing plans to tackle the housing crisis that House Democrats routinely ignore.

On Thursday morning, Sosin appeared before the House General & Housing Committee with an articulate, well-researched and professional presentation on why it makes moral, political, and financial sense to address our crisis of housing insecurity. Her presentation was entitled “The Cost of Inaction on Homelessness and Eviction.” (Video available here; Sosin begins at the two-minute mark. Her presentation is downloadable here.)

The committee listened politely and sent her away. And within roughly 12 hours, the full House had approved a budget that ignored her testimony.

In other words, the cake was baked before Sosin got into the kitchen. Her appearance was nothing but window dressing.

(I’ll also note that committee chair Tom Stevens mispronounced her last name, which betrays a certain lack of engagement, especially since this wasn’t her first appearance before his committee.)

The Mask Slips

And the Academy Award for Painfully Earnest Passive Aggression goes to…

The topline from this week’s gubernatorial Covid presser was probably the Scott Administration’s apparent determination to push harder for getting Vermonters vaccinated. The governor practically accused the unvaccinated of betraying their fellow Vermonters and promised a new messaging strategy. I doubt it was because I’d just written the exact same thing last Tuesday, but hey, if they’re taking my advice, that’s fine with me.

However, for the political observers in the crowd, the most telling development came near the end of the marathon presser. VTDigger political reporter Lola Duffort asked a pointed question about chief of staff Jason Gibbs slagging an administration critic last week. (This was after two hours of nobody else bringing it up.) In his response, Scott made it clear that Gibbs was absolutely speaking on his behalf — and that Scott shares Gibbs’ condescending attitude toward critics and skeptics.

Yeah, the mask slipped, revealing the mean-spirited flip side of Governor Nice Guy.
