Patricia Moulton just became the latest high-ranking rat to leave the Good Ship Shumlin. The Commerce Secretary, under whose watch the EB-5 scandal went on undetected for years, has herself a soft landing spot as interim president of Vermont Technical College.

Moulton is one of those seemingly unmovable fixtures of Montpelier life — a species that moves effortlessly between government, private sector, and government-related nonprofits. She’s served in the last two administrations, Douglas and Shumlin; and I wouldn’t be at all surprised if she turned up in a hypothetical Phil Scott cabinet.

What are her credentials to lead an educational institution? Pish tosh. Who needs relevant experience when you’re one of the cross-partisan In Crowd?

“… I can bring to that institution great knowledge about education and workforce for the state of Vermont,” Moulton said in an interview Thursday.

Well, that’s one way to spin it.

Why won’t Bernie talk about his finances?

Big story on VTDigger a few days ago, detailing the weird secrecy around much of Bernie Sanders’ campaign spending.

The campaign funneled a cool $82 million through an obscure media-buying firm located in a suburban DC house. Old Towne Media LLC did the media buys for Sanders — despite having no track record to speak of. $82 million is roughly 40 percent of Bernie’s total campaign expenditures.

The ad agency, established in 2014, has almost exclusively served the Sanders campaign, and the company keeps a low profile. It has no website and no listed phone number. A full list of principals isn’t publicly available.

The principals of Old Towne are two longtime colleagues of Jane O’Meara Sanders who have worked on some of Bernie’s past re-election bids. But it’s a big leap from staffing a slam-dunk campaign in little old Vermont, to playing a crucial role in a bid for the presidency

But hey, perhaps Bernie values loyalty over experience.

Minter outraises Dunne: the Democratic filings

I’ve already written my take on the Republican gubernatorial campaign finance reports; now it’s the Democrats’ turn.

Topline: A great three months for Sue Minter; a slower pace for the Matt Dunne gravy train; and Peter Galbraith Is His Own Best Friend.

Minter raised almost $400,000 between March 15 and July 15. On the other hand, she spent an even healthier $437,000 for the period, leaving her with about $300K in cash on hand.

Dunne raised $250,000 for the quarter, which would be pretty damn good if not for Minter’s total and the fact that he used to have a substantial lead in campaign cash. That lead is gone. He’s got about $200K left in the till.

Galbraith, meanwhile, has raised a total of $320,000 (he hadn’t begun to fundraise at the March filing deadline), of which $185,000 came from his own pocket. He’s spent all but $35,000, so if he should pull a stunning upset in the primary, he’ll be hard up for the fall campaign.

Except, of course, that thanks to his oil wealth he can write himself virtually unlimited checks.

Skeleton hunt

Here’s a tidbit from Friday’s campaign finance filing deadline, first uncovered by April Burbank of the Burlington Free Press.

The Republican Governors Association gave $50,000 to a political action committee called “A Stronger Vermont,” which used the money exclusively for research at Old Dominion Research Group in Alexandria, Virginia.

Old Dominion Research Group promises on its website to provide “hard-hitting, precise intelligence based on the records of Democrat office holders and seekers.”

Technical detail: the RGA gave “A Stronger Vermont” $50,000; ASV spent $44K on Old Dominion Research Group, and still has the remainder.

But there’s a wakeup. 44 G’s on opposition research against Democratic (no, it’s not ’Democrat”) candidates.

Burbank pretty much left it there, but I did some additional Googling and turned up some fascinating information.

Bruce’s Worst Investment, and Other Gleanings from Campaign Finance Day

So, finally, we get our second window into the money game behind the primary campaigns. A few toplines:

— Bruce Lisman is spending gobs of cash and getting bupkis in return

— Phil Scott’s chugging along; will have to pick up the pace after the primary

— Sue Minter pulls ahead in the Democratic fundraising game

— Matt Dunne’s early momentum slows a bit

— Peter Galbraith is keeping his own campaign alive. Barely

And now, the details.

Wall Street millionaire Bruce Lisman has put $1.6 million of his own money into his campaign, raised precious little money from others, and has been spending at a blistering pace. He’s raised more than $1.8 million, but he has less than $200,000 cash on hand.

Well, he can always write more checks.

But let’s stop for a moment and savor the fact that Bruce Lisman has already spent more money than any gubernatorial candidate in Vermont history — and the primary is still three and a half weeks away. And he places dismally in the available polls.

Minter’s haul

Endorsements don’t generally move the needle much. They’re mainly of note to the political media, good for a quick space-filler on a slow newsday, quickly forgotten.

Labor unions are an exception to some extent, because if the endorsement rings true with the rank and file, the union can deliver a batch of votes — especially important in a low-turnout primary.

But when one politico endorses another, it’s not much of a deal.

(It’s a bigger deal when one politico fails to deliver an expected endorsement, as in numerous Republicans not backing Trump.  As commenter David Ellenbogen pointed out, Bernie Sanders has not endorsed David Zuckerman for lieutenant governor. Bernie’s open support for Chris Pearson was a financial windfall for Pearson’s Senate campaign. But no love for Zuckerman. Interesting.)

A limited exception to the no-big-deal rule can be found in the case of Sue Minter’s announcement yesterday that she has the backing of dozens of current and former state lawmakers, including many key players in the Legislature.

EB-5: the tar baby of Vermont politics

I was wondering when a candidate would dip his hand into the EB-5 cookie jar. It’s easy pickin’s if you want to criticize Democratic leadership of state government. And here we go, Phil Scott’s dug in for some sweet treats.

After positing his support for EB-5 “with proper oversight,” he laid into the Shumlin administration on a specific point:

I was disappointed to learn… that the Shumlin Administration enabled the owners of the EB-5 projects in the Northeast Kingdom… to continue to solicit investors for months after the SEC had suspended that permission for Jay Peak. … By the Administration’s own admission, it was a ‘calculated risk.’  Yet, they’ve not yet explained why they took this risk or why they allowed the problem to continue to grow.

Now, here’s the problem.

The Shumlin administration made that decision in the spring of 2015. (More on that in a moment.) In June of that year, VTDigger’s Anne Galloway broke the news that federal authorities were investigating Jay Peak.

For months after that, Lieutenant Governor Phil Scott expressed his wholehearted support for Jay Peak. Indeed, in November he criticized the administration for inserting itself into the process, thus delaying payments to contractors.

Despite the issues at Q Burke, Scott says he still supports Vermont’s EB-5 program. He added that he sympathizes with [Jay Peak contractor] PeakCM, as he owns his own construction company.

So, hypocrite. But wait, there’s more.

Progressive Party: sovereign entity or barnacle?

Here’s an interesting factoid. Voters in the August 9 primary will have their choice of three ballots — Democratic, Republican, and Progressive.

The latter will be available statewide in printed form. And in most of our precincts, the entire Progressive ballot will contain precisely one name: Boots Wardinski, Capital City Farmers Market stalwart and Progressive candidate for lieutenant governor. He’s run for Lite-Guv twice before, both times on the Liberty Union ticket, with minimal result.

We are all paying (by one account, $80,000*) to put Boots Wardinski’s name on ballots that will be largely ignored by voters. Most Progressives won’t take a Progressive ballot because so many Progs are running in Democratic primaries. Like, for instance, real live actual Progressive David Zuckerman, running as a Dem for lieutenant governor — in a tough race against Democrats Shap Smith and Kesha Ram. How many Progs are going to pass up a chance to influence that race just to cast a vote for Boots Wardinski?

*According to the Secretary of State’s office, the total cost of this year’s primary ballots is roughly $160,000. One-third of that would be $53,333.33. So there’s your Boots Tax.)

Beyond the unfortunate use of public funds for all those straight-to-the-shredder Wardinski ballots, this raises an existential issue about the Progressive Party.

Is it gradually ceding its sovereignty, and turning into nothing more than a barnacle on the Democrats’ underside?

Scott Milne be Scott Milne

2014 The gubernatorial campaign of Scott Milne had one distinguishing feature: Scott Milne did what Scott Milne wanted to do and said what he wanted to say. In an odd sort of way, it reminds me of one Donald J. Trump.

Appear grossly unprepared in public forums? Check.

Give long, meandering, stream-of-consciousness answers to questions? Check.

No attempt at all to hew to Republican orthodoxy? Check.

No attempt to open or maintain communication with the VTGOP? Check.

No effort to raise money or build a campaign infrastructure? Check.

His inner circle basically consisting of family members? Check.

Propensity to grind personal axes on the campaign trail? Check.

Donald Trump without the energy and Brut-drenched charisma, you might say. Better hair, tho.

He’s pursuing the same contrarian course in his present challenge to eternal incumbent Sen. Patrick Leahy.
