What’s with all the secrecy, Bernie?

Two recent stories on VTDigger raise further questions about a subject that ought to concern every open-minded Vermont liberal: Why is Bernie Sanders so secretive — and so defensive — about his personal finances?

The latest article explains how Sanders skated around federal disclosure requirements for presidential candidates. Federal law mandated disclosure by mid-May, but Sanders’ attorney requested a 45-day extension. When that was running out, he asked for another.

By the time the second extension was on fumes, Sanders had formally ended his presidential bid. No longer a candidate, no longer required to disclose.

The Sanders campaign requested the delays because Bernie was so busy, what with being a presidential candidate and a Senator and all. But four things about that:

— All the other candidates were also busy running for president, and presumably managed to file.

— Bernie wasn’t exactly spending much time on his Senatorial duties, what with skipping virtually every Senate vote from January to July.

— He had a fully-staffed, big-ass campaign operation. Surely someone could have been tasked with preparing the disclosure.

— as Sanders consigliere Michael Briggs said elsewhere in the story, the disclosure “would have looked pretty much the same” as his Congressional filings in past years.

But… if it would have been “pretty much the same”, wouldn’t it have been a breeze to prepare?

Sorry, I don’t buy it.

And in the morning, the boulder’s back at the bottom of the hill

You could understand if Phil Scott and Sue Minter find themselves sympathizing with the plight of Sisyphus. Having won their respective primaries, they now face the task of refilling their nearly-empty warchests, and ASAP if you please.

The major-party nominees raised an ungodly (by Vermont standards) amount of money, and spent almost all of it just to get through their primaries.

The grim totals: Minter raised more than a million dollars — and spent all but $54,000 fending off the weaker-than-expected candidacies of Matt Dunne and Peter Galbraith.

Scott enters the general campaign with $158,000 in the bank. But he entered the primary race with $95K left over from his previous walkovers for lieutenant governor. Without that cushion, he’d be dead even with Minter in cash on hand. In terms of money raised during the current campaign, he actually trails both Minter and Dunne.

Here comes the money

This one’s for Nick.

Yeah, the Vermont primary campaign blasted through all the old records for money spent. And now the real battle begins.

On the morning after the vote, the Republican Governors Association launched the first TV ad of the general election campaign. Shockingly, it’s pro-Phil Scott.

It may make his railings against outside money look a bit like the protestations of the painted lady under the lamppost, but at least it’s a positive ad. In fact, it’s so sticky-sweet, it ought to come with a warning: “You May Contract Diabetes While Watching This Advertisement.” Scenes of Phil’s appealingly craggy face on a summer day as he greets Real Vermonters, while a piano arpeggiates and an inviting, slightly MILFy voice extols his virtues. He will, Carol Brady assures us, “restore trust in state government, bring new jobs to Vermont, and focus on solving problems, not playing politics.”

I’m sure the next ad will include “heal the sick, raise the dead, cure those with leprosy, and cast out demons.” (Hey, I went to Sunday School*.)

“Can you believe that fucker?”

Matt Dunne has achieved the impossible: he’s made me feel sympathy for Peter Galbraith.

The latter, whom I once dubbed “The Most Hated Man in the Senate” for his narcissistic rampages through the fields of parliamentary procedure, is the author of this post’s headline. Galbraith was speaking of Dunne, who continued a series of stunning, unforced errors that has almost certainly landed his once-promising political career in the dustbin of history.

And to think that one week ago none of this had happened, and I was actively pondering which Democrat to vote for in the primary. Seriously, I didn’t vote early because I couldn’t make up my mind.

The latest in Dunne’s cavalcade of blunders concerned his late decision to loan his own campaign some $95,000, as he desperately tried to pull his candidacy out of a self-inflicted tailspin.

The problem, as Seven Days‘ Paul Heintz first reported, is that Dunne had stated throughout his campaign, as a matter of high principle, that he would not use his own money to fill his campaign coffers. The statement is still on his campaign website: 

I will personally be adhering to the contribution limits set for an individual Vermonter, and will not be self funding the campaign above those limits.  

And we’re calling on all the other candidates in the race to do the same and abstain from self-funding their campaigns.   

The bold print is Dunne’s.

Right to Life might want to hire a proofreader (UPDATED)

UPDATE: I got this wrong. According to Sharon Torborg of the Right to Life Fund, state law requires that any name mentioned in campaign material must be reported on the Secretary of State’s mass media form. RTL endorsed Carolyn Branagan for Senate, and also mentioned the other two Republican candidates, Norm McAllister and Dustin Degree.

The Right to Life Fund is not endorsing Norm McAllister. My apologies to Ms. Torborg and the rest of the RTL crew. 

There’s a couple things I’m getting really tired of, as the primary campaigns enter the homestretch. The first is candidates whining about “Washington-style” attack ads. C’mon, folks, even in Vermont, politics ain’t beanbag.

The second is candidates bemoaning an influx of out-of-state money on behalf of their opponents — especially when the moaners are getting major outside backing themselves. None of these people are pure as the driven snow, and their complaints ring hollow in my ears.

So I don’t have much to say about the ex-Bear Stearns executives creating a Super PAC in support of Bruce Lisman, or EMILY’s List pouring $100K into pro-Minter ads, or a Silicon Valley tycoon spending twice as much for Matt Dunne. It’s the way the game is played in our post-Citizens United world, and any politico not named Bernie Sanders is practicing unilateral disarmament if they don’t take advantage of every available resource, The Vermont Way be damned.

But there is one recent mass-media spending report that should not pass unnoticed. It involves far less money, but there are a couple of things you should know.

Support Matt Dunne and receive this lovely tote bag

You’ve got to hand it to Matt Dunne. If my email inbox is anything to judge by, he’s got the most active, persistent fundraising operation of any gubernatorial candidate.

And he’s borrowed an old trick from the public radio playbook: ginning up a false sense of urgency.

Public radio fundraising isn’t aimed at the vast majority of listeners. More than 80 percent of the audience will never give a dime. Roughly ten percent are loyal donors who don’t need convincing.

A pledge drive is aimed at the five to ten percent who listen frequently, who know that public radio depends on listener support, and who are predisposed to make a contribution — but never quite get around to it.

This is where the sense of urgency comes into play. Call Now! Because Right Now is a crucial time! We’ve got a matching gift or a challenge pledge or a prize drawing or we’re about to hit a milestone.

The VTGOP is pretty much flat broke

I have occasionally chronicled the Vermont Republican Party’s perennially dire financial condition, but never have I seen the situation as bad as it is right now. Because heading into the heart of a campaign season, the state GOP is virtually out of funds.

Explanatory note: the VTGOP and Vermont Democratic Party file both state and federal reports. Because of the way federal law is written, the bulk of their activity is considered “federal” even though they are state parties.

In this case, it hardly matters; we’re talking peanuts wherever we turn. Its latest state filing listed less than $1,000 in cash on hand; its latest federal filing reported $1.104 in the bank.

(By contrast, the Vermont Dems filed a state report indicating it raised more than $100,000 in June and spent a little more than half that. Its federal filing indicates $120,000 cash on hand. The VDP’s fundraising and spending are in a completely different league than its Republican counterpart.)

Even on the VTGOP’s bare-bones budget, that’s less than two days’ worth of operating expenses. They’re tapped out, just when they need to kick things into high gear.

Why won’t Bernie talk about his finances?

Big story on VTDigger a few days ago, detailing the weird secrecy around much of Bernie Sanders’ campaign spending.

The campaign funneled a cool $82 million through an obscure media-buying firm located in a suburban DC house. Old Towne Media LLC did the media buys for Sanders — despite having no track record to speak of. $82 million is roughly 40 percent of Bernie’s total campaign expenditures.

The ad agency, established in 2014, has almost exclusively served the Sanders campaign, and the company keeps a low profile. It has no website and no listed phone number. A full list of principals isn’t publicly available.

The principals of Old Towne are two longtime colleagues of Jane O’Meara Sanders who have worked on some of Bernie’s past re-election bids. But it’s a big leap from staffing a slam-dunk campaign in little old Vermont, to playing a crucial role in a bid for the presidency

But hey, perhaps Bernie values loyalty over experience.

Minter outraises Dunne: the Democratic filings

I’ve already written my take on the Republican gubernatorial campaign finance reports; now it’s the Democrats’ turn.

Topline: A great three months for Sue Minter; a slower pace for the Matt Dunne gravy train; and Peter Galbraith Is His Own Best Friend.

Minter raised almost $400,000 between March 15 and July 15. On the other hand, she spent an even healthier $437,000 for the period, leaving her with about $300K in cash on hand.

Dunne raised $250,000 for the quarter, which would be pretty damn good if not for Minter’s total and the fact that he used to have a substantial lead in campaign cash. That lead is gone. He’s got about $200K left in the till.

Galbraith, meanwhile, has raised a total of $320,000 (he hadn’t begun to fundraise at the March filing deadline), of which $185,000 came from his own pocket. He’s spent all but $35,000, so if he should pull a stunning upset in the primary, he’ll be hard up for the fall campaign.

Except, of course, that thanks to his oil wealth he can write himself virtually unlimited checks.

Anyway, let’s move on to details and such.

Skeleton hunt

Here’s a tidbit from Friday’s campaign finance filing deadline, first uncovered by April Burbank of the Burlington Free Press.

The Republican Governors Association gave $50,000 to a political action committee called “A Stronger Vermont,” which used the money exclusively for research at Old Dominion Research Group in Alexandria, Virginia.

Old Dominion Research Group promises on its website to provide “hard-hitting, precise intelligence based on the records of Democrat office holders and seekers.”

Technical detail: the RGA gave “A Stronger Vermont” $50,000; ASV spent $44K on Old Dominion Research Group, and still has the remainder.

But there’s a wakeup. 44 G’s on opposition research against Democratic (no, it’s not ’Democrat”) candidates.

Burbank pretty much left it there, but I did some additional Googling and turned up some fascinating information.
