We can now put a price tag on John Campbell’s incompetence

In the last two years, [Senate President Pro Tem John Campbell has] quietly increased his office’s staffing and more than doubled his payroll.

He’s done so — without any explicit policy change, nor anyone else’s approval — even as lawmakers consider cutting other state jobs to close yet another budget gap. Some say the situation reveals a disturbing lack of oversight. Others consider the money well spent, given that his enhanced staff has helped restore order under the oft-distracted and perpetually disorganized Campbell.

Aww, that’s nice. We’re spending a bunch of extra money because John Campbell can’t keep his shit together. And yet the Democratic caucus keeps re-electing him out of classic Vermonty loyalty to “my grandfather’s lightbulb.” 

Now, the amount of money isn’t that much in state budget terms — somewhere in the $50,000 to $70,000 range. The Pro Tem staff historically consists of one person paid roughly $50K per year. When Campbell hired Rebecca Ramos to pull his fat out of the fire after a disastrous 2012 Senate session, her starting salary was $70K. But in her last year on the job, she took home $103,000 thanks to a whole lot of overtime and unused comp time.

Campbell has replaced her — with not one, but two staffers, with total compensation of $111,000. By comparison, Hallenbeck reports that House Speaker Shap Smith’s sole staffer makes $55,000, and Lt. Gov. Phil Scott’s staffing cost is roughly the same.

I think we’re safe in concluding that the taxpayers of Vermont are shelling out an extra $60,000 or so to keep John Campbell in a job he can’t handle.

But he’s such a nice guy!

Postscript. As commenter Seth Hopkins pointed out, my $60,000 estimate is almost certainly low. Now that Campbell has hired two staffers, they’re presumably drawing the state benefits package — health care, pension, etc. So the real price of Campbell’s incompetence is more than 60K. 

Choosing enemies

In case you were wondering which politicians are most feared by the other side, just check out recent press releases from the two major parties.

The Dems reacted swiftly, and harshly, to Lt. Gov. Phil Scott’s basket o’ chestnuts (issued, not through his own website, but through his government account, hmm) on the Plasan closing:

“Phil Scott should be ashamed of himself. Yesterday he sought to use news of job losses due to defense cuts and the winding down of wars throughout the world to advance his political career. These are real people’s lives, not poker chips in Lt. Gov. Scott’s political game. As the company itself said, the closure of the Plasan plant in Bennington has nothing to do with Vermont and everything to do with the fact that America is spending less on military contracts. But that didn’t stop Lt. Gov. Scott from trying to use these real individuals’ pain to try and tear down Vermont’s reputation for his own political gain. We’re better than that in Vermont.”

Ooh, harsh. You might think they’re worried about a Scott for Governor candidacy in 2016.

Well, that’s not a surprise. A little more unexpected was a recent series of releases from the VTGOP, little noticed nor long remembered, lambasting “the Shumlin-Shap Smith Economy.”

Gee, I hadn’t realized that Shap Smith had joined the Shumlin administration, or that he had any more responsibility for the economy than, say, anyone in the Cabinet. Or, for that matter, poor unfeared John Campbell.

I’m sure that Shap is duly flattered by the backhanded show of respect.

Reactions to the Governor’s budget address…

First, I hope the Republicans are happy. Last week they complained about a lack of attention to some major issues. Today they got a whopping hour and fifteen minutes. Be careful what you wish for.

This speech followed Shumlin’s usual pattern. There’s a whole lot of incrementalism — small, inexpensive approaches to big challenges — and, to spice things up, a handful of bigger proposals almost certain to go nowhere. It strikes many observers as a deliberate tactic: offer an unpalatable solution, and force the legislature to find an alternative. Example from a previous year: his plan for a major cut to the Earned Income Tax Credit.

I’ll give him credit, he’s very good at incrementalism. He finds modest improvements that don’t cost much, if anything. In today’s speech, he was constantly talking of leveraging federal funds, private-sector participation, and partnerships with entities of all sorts. A classic example: his plan to offer “motivated high school seniors” a free two-year Associates’ Degree in engineering technology “with no additional cost to the Education Fund.”

The plan involves the state Agency of Education and participating employers identifying students, and leveraging existing programs plus employer contributions to get them free tuition and a summer internship if they stay and work in Vermont after graduation.

It’s classic Shumlin. It sounds good, it will actually help some people, it’s cheap, and it can be effective as far as it goes.

But it doesn’t touch on the underlying problems: high college costs and stagnant earnings for all but the very wealthy. Even if the incremental stuff works, it seems like small potatoes for those of us who vote Democratic.

Then there’s the other thing we get: the “big idea” that probably won’t go anywhere. I could mention a few; the double ban on teacher strikes and contract impositions, giving power to the state school board to close schools that fail to meet spending or achievement targets, the payroll tax increase to fund better Medicaid reimbursement.

Indeed, his entire education package seems designed for rejection. For one thing, it seems to do nothing to immediately mitigate rising property taxes. That’ll be lawmakers’ top priority, after last year’s election.

Shumlin’s broader reforms are an odd mix of distant and scary. Neither the teachers’ unions nor the school boards are likely to accede quietly to a plan that will strip them of their ultimate bargaining chips. The idea of eliminating “contradictory incentives” like the small schools grant may be good ideas, but they’ll be tough to support for lawmakers with small school in their districts.

Finally, the idea of Agency of Education “evaluation teams” going into every school to measure achievement and spending performance — with those who fail to meet benchmarks in line for state funding cuts or even closure — is DOA. It’s mandatory consolidation and top-down control via carrot and stick, rather than direct mandate. Kinda the worst of both worlds; no immediate impact, and a whole lot of state interference (as it will be perceived) in local decision-making.

He calls it a “partnership,” but one partner has the ultimate power.

If you think I’m too gloomy on Shumlin’s prospects, just take a look at this reaction statement from House Speaker Shap Smith:

…the Governor acknowledged Vermonters’ concerns about the unsustainable cost of health care, burdensome property tax increases, and the need to clean up our waterways. …I look forward to working with the Administration to make Vermont the best possibly place to work and live, and one that provides opportunity for all Vermonters.

He applauds the Governor for addressing the big issues — but not a peep about the Governor’s proposals. I expect lawmakers to consider Shumlin’s ideas, but he won’t get priority over others’ ideas.

This is all part of the game, as it has been since Shumlin took office. It’ll be even more so after an election that was largely a personal rebuke of the Governor, not the Democrats.

His budget message was a starting point. From here on, it’s a matter of top lawmakers devising proposals of their own that they can convince Shumlin to support.

Oh, by the way… the carbon tax? It’s dead.

You may have missed the news amid all the hugger-mugger over the inaugural protest, but the Legislature’s top advocate for a carbon tax has already thrown in the towel.

Rep. Tony Klein (D-East Montpelier), chair of the House Energy and Natural Resources Committee, was one of the headliners at last November’s news conference announcing a broad-based push for a carbon tax. “I’m going to push really hard on this,” he said.

Well, that was then. This is now.

There’s not gonna be [a carbon tax] this year. It’s not gonna be passed out of my committee or any other committee.

Klein said those words on January 8, Inauguration Day, in an interview on WDEV’s Mark Johnson Show. I caught the interview when it aired, but it got lost in the Inaugural Shuffle. Sorry about that.

After Klein’s declaration, Johnson asked him why there would be no vote.

It will not pass because, one, the Speaker told me it won’t pass. [chuckle] And two, the way it came out to the public, with a real lack on our part of preparation, there was a pretty scary reaction to it. I accept that; that was a mistake.

That’s a reference to the immediate reaction to the November presser. I’m not sure how he would change the rollout; my own view is that it seemingly came out of nowhere. There wasn’t any build, just a big announcement. At the same time, I’m not sure if any other strategy would have made a difference; too many top Democrats simply don’t like the carbon tax. Well, put it this way: they don’t want Vermont to go it alone: they want a regional or national approach.

Klein concluded:

I’m certainly not going to ask the members of my committee to vote on something that may cause a lot of discomfort, especially if it’s not going to go anywhere.

Which is wise chairmanship. I can’t argue with it. I can’t even argue all that much with Shap Smith’s reputed diktat, because this is already shaping up to be one hell of a session without considering a tax on fossil fuels during home heating season.

It’s too bad, because with oil prices currently low, it’d be a great time to enact a carbon tax. After all, the price of gas is a buck and a half cheaper than it was nine months ago; as proposed in November, the carbon tax would add 45 cents to the price of a gallon of gas. And, lest we forget, 90% of the revenue would go into broad-based tax cuts and targeted rebates for low-income Vermonters.

Klein said his attention would turn toward “aggressive funding” of weatherization and other efficiency measures. Which would be great, except we’re in a budget situation that would seem to rule out “aggressive funding” of anything. If Klein’s committee passes a significant expansion of efficiency measures, we can expect to see it expire on the surgical table of House Ways and Means.

The carbon tax proposal was a carefully-crafted plan that would have minimized the pain on Vermonters, reflected the true cost of fossil fuels in their price, and made a huge dent in Vermont’s carbon footprint. I’m not surprised to see it fall in the face of unpleasant political realities; I’m just sad to see it happen so quickly. Not with a bang, but a whimper.

A passel o’ peevishness on Inauguration Day (Part One)

Many a knicker was tightly knotted yesterday, judging by some of the statements made and actions taken at the inaugural ceremony.

Most of the collywobbles arose from the protest by advocates of single-payer health care. Many politicians were vocally incensed at such goings-on. And some of the protesters were shocked — shocked — that they might be handled roughly by police.

The rest of the peevishness came from Republicans reacting, even more childishly than usual, to Gov. Shumlin’s inaugural address. I’ll cover that in a separate post.  Back to the demonstration.

The folks from the Vermont Workers Center went a bit too far when they disrupted the closing benediction. Otherwise their protest was peaceful if occasionally intrusive.

The assembled dignitaries, however, just couldn’t stomach this disturbance of their sacred space. Sen Dick McCormack wins the honor for Biggest Overreaction; he called the protest “fascist.” Protip for public figures: never ever ever ever ever use the word “fascist” unless you’re talking about a violent, oppressive, murderous regime.

Sen. Bobby Starr, D-Hicktown, resorted to the “You Kids Get Off My Lawn” meme: “I think they should get a job.” Dirty hippies!

Senate Penitent Pro Tem John Campbell was among several lawmakers who told protesters they were hurting their own cause.

Snort. As if.

Two points. First, single payer is dead for the foreseeable future. Second, any lawmaker who casts a future vote because of yesterday’s demonstration is failing his/her duty.

And the Governor, speaking today on WDEV’s Mark Johnson Show, said the protesters had “hurt the cause” by showing a “lack of respect for the process.”

Awww. Would that be the same process (and the same governor) who built up their hopes and expectations for years, only to dash them all in a single moment? Shumlin reaped the benefits of single-payer advocates’ support through three election cycles, and then abruptly trashed it all.

Advocates are understandably upset about that, and the inauguration of Peter Shumlin was an appropriate time to express their outrage. It was, in fact, the perfect time. The Governor shouldn’t play with people’s beliefs, and expect to be shielded from the consequences by his sense of decorum. As a Mark Johnson Show caller pointed out, disruption is the only way for people who feel disenfranchised to make their voices heard.

So, no sympathy for the hurt fee-fees of our distinguished leaders.

Not that the protesters are without blame. The single moment where things went too far was during the closing prayer. Protesters were outside, singing. One of them, Ki Walker, entered the balcony and continued to sing. A protest organizer later claimed that Walker thought the ceremony was over. But Walker was right there at center stage. He could see that the ceremony was continuing. And he kept on singing.

Afterward, he explained himself to Seven Days’ Paul Heintz:

 “Our tone was, like, nice or whatever,” Walker said.

Duuuuuuude. 

But the Whiniest Protester Award goes to Sheila Linton, who was part of the group occupying the House floor after the ceremony. When police began trying to remove the group, very politely, she refused to move or speak. When they tried to lift her arms, she began screaming as though they were using a chainsaw. (You can see the video on Seven Days’ website.)

Okay, here’s a lesson for Vermont’s Junior Gandhis. Your commitment to passive resistance  includes the possibility of what one trooper called “pain compliance” — the application of discomfort to those who resist police action. And this wasn’t Bull Connor with firehoses and Dobermans; these were state troopers acting with restraint and deliberation. Sorry, Ms. Linton, no sympathy here.

The demonstration itself was relatively mild, Mr. Walker being a notable exception. So was the police response. People on both sides got way more upset than they should have been.

The best reaction came from House Speaker Shap Smith, quoted by the Vermont Press Bureau’s Neal Goswami:

“I think this was an incredible example of the openness of our democracy,” he said. “In the people’s house, people are allowed to petition, and I would expect that over the coming weeks, we’ll talk with people about setting up hearings.”

Measured, reasonable, respectful. Just about perfect.

The current bee in Mike Donoghue’s bonnet

There was laughter in the room, I’ve been told, when the Burlington Free Press’ Mike Donoghue asked Gov. Shumlin about the possible removal of Rep. Mary Morrissey from a House committee.

HIs question came near the end of Shumlin’s Monday news conference. The laughter came from several other reporters, who saw Donoghue’s question as basically irrelevant, and just another example of his dogged pursuit of a story he’s decided is important. Sometimes he’s right, sometimes he’s wrong.

In this case, yep, he’s wrong.

Undeterred by the audible scorn of his colleagues, Donoghue wrote an article about Shumlin’s Monday presser — an event that produced actual news — that focused primarily on his prefabricated Morrissey “controversy.” Of all the stuff going on this week at the Statehouse, it’s a sad joke that Donoghue and his paper have devoted so much time to such an insignificant story. And provided so little coverage of anything else.

For those just joining us, Morrissey has been an unproductive policy scold as a member of the House Health Care Committee. Apparently, House Speaker Shap Smith is considering a reassignment. As is his right: the Speaker makes the committee assignments, and reshuffles are commonplace.

But Donoghue has fixed upon Morrissey as a champion of transparency because once, at a committee hearing, she asked a question:

… Morrissey questioned Health Access Commissioner Mark Larson [about security breaches in Vermont Health Connect] and was told, “We have no situation in which someone’s private information has been breached.”

The problem was there had been a serious breach of information. Larson later offered an apology to the Health Care Committee.

Her questioning was standard practice for any committee member. But because of Larson’s misleading answer, Donoghue is now crediting Morrissey for “helping expose a major security breach… in the Vermont Health Connect computer system.” If she played any role beyond asking her question, Donoghue does not so inform us.

He also takes some groundless shots at Morrissey’s critics (including me, I guess):

Morrissey been criticized for not buying into all the health care plans rolled out by Democrats.

Not quite, Mikey. It’s not that she failed to buy into “all the health care plans” from Democrats; I wouldn’t expect any Republican to do so. The truth is that she routinely slammed any Democratic plan. There was no thought, no discernment; just a consistent, unproductive, ideological gainsaying.

Only after Donoghue thoroughly explores the subject that prompted his colleagues’ laughter does he actually report the substance of Shumlin’s news conference: a new survey has found a sharp drop in uninsured Vermonters.

The Vermont Household Health Insurance Survey found that about 19,000 of the 43,000 Vermonters without insurance during the 2012 survey now are covered, Shumlin said.

The state’s uninsured rate dropped from 6.8 percent to 3.7 percent, the second-lowest rate in the country. Only 1 percent of Vermont children under age 18 are not covered, the lowest rate in the country, Shumlin said.

Those are some very encouraging figures about the first year of health care reform. But somehow Donoghue concluded that this development was less newsworthy than the routine reassignment of a legislative backbencher. But he has already elevated her to the lofty position of Public Interest Whistleblower, which she is not. I fully expect more breathless Morrissey coverage when the committee assignments actually come out.

Because boom or bust, Mike Donoghue sticks to his guns.

The Assassination of Mary Morrissey by the Coward Shap Smith

The Burlington Free Press doesn’t have much time for state government these days, what with the dismissal of its entire Statehouse bureau and its obvious skeleton-crewing in recent weeks.

But boy, they’ve got plenty of time to spare for the potential reassignment of a single Republican back-bencher.

[State Rep. Mary] Morrissey, [R-Bennington]… confirmed Friday she has been told that House Speaker Shap Smith, D-Morristown has plans to reassign her to a yet to be determined committee.

… Morrissey said she sees the move as an effort to silence a legislator who has been forced to ask tough questions that Democrats are not asking themselves.

Or, to put it another way, it’s a routine committee reshuffle, the kind that happens every couple of years. A whole lot of others will be shifted around in the next few days. It is within the purview of the Speaker to make committee assignments.

Morrissey and her allies are depicting this move as an effort to stymie oversight of health care reform. Which, frankly, gives a hell of a lot of credit to Morrissey. In my brief exposure to her work, she seems to be a garden-variety naysayer on health care reform, ideologically opposed to Obamacare and Shummycare under any circumstances, and not offering any special expertise on the subject.

The Speaker himself put it this way:

“I’ve spent a lot of time looking at a group of people that will work well together to come up with policy,” Smith said.

“I want to put together people who will work effectively together and don’t have baggage from past fights,” Smith said.

Since Morrissey is toting a steamer trunk full of conservative dogma, Smith seems to have reason for her removal. It has less to do with the alleged danger she poses to Democrats, and more to do with her kneejerk opposition. She’s not a watchdog, she’s a fallen tree in the roadway.

Her possible removal from the Health Care Committee is standard operating practice. And, frankly, not that big a deal. It’s not like she’s the only one who can ask inconvenient questions, and it’s not like she has special knowledge of the health care system.

Well, if she does, she hasn’t shown it.

A Fair Point

A top Vermont pol not known for podium-pounding or rabble-rousing has sent some unusually fiery language in the direction of Vermont’s leading telecom provider.

House Speaker Shap Smith says he has doubts that FairPoint Communications will continue to provide telecommunications services to Vermonters for the long term as its workers continue to strike and service complaints pile up.

Smith, a Democrat, said he believes the company is looking to shed labor costs in order to sell.

You may have missed that little New Year’s Day newsflash, because it was written by the Mitchell Family Organ’s Neal Goswami, and appeared in the paywalled Times Argus and Herald. Nobody else has reported it so far.

FairPoint workers have been on strike since mid-October. Top Democrats have pressured the company to settle, but it has refused to budge. In fact, CEO Paul Sunu recently sent a response to those Dems, portraying his company as the willing negotiator and the unions as the hard-heads.

Smith told Goswami he was “insulted” by the letter, and said FairPoint was putting itself “in a tough place.” And he’s got capitalism’s weapon of choice in his pocket: money.

Smith said the state has provided subsidies to FairPoint in recent years to help it deliver service to rural areas. But the company is not likely to receive a warm reception from lawmakers in the new session, he said.

He accused FairPoint of “trying to basically bust [the] union[s],” and added that “they’ve got a real problem on their hands in the Legislature.”

FairPoint may also have “a real problem” with state regulators. It has proposed a new rate plan that would cap rates for basic phone service (the loss leader) while allowing FairPoint to raise other rates (advanced phone packages, business phones, Internet, satellite TV) without seeking regulatory approval.

Gee, that’d be a big fat giveaway, wouldn’t it now?

At a time when service problems have spiked since the unions walked out, and FairPoint has had one major interruption in its E-9-1-1 system, you’d hope that state regulators would be keeping an eagle eye on these mooks instead of giving them open access to non-basic customers’ wallets.

Beyond the immediate situation, Smith questioned whether FairPoint would still be in Vermont five years down the road — and whether it would be able to find a buyer for its northern New England business. And he’s got a (cough) fair point: the landline business is shrinking everywhere, and rural phone service means high maintenance costs and low profits.

That’s why Verizon dumped our business on FairPoint a few years back.

Smith wants state government to be proactive about the situation, rather than wait for FairPoint to bleed us and its workers dry and then dump the business entirely.

He said the Legislature should begin exploring options with the Public Service Department to ensure the state has quality telecommunications services in the future.

What might that mean? A quasi-public Vermont Telecom? Or a fully public one? Not sure what Shap has in mind, but it’s an important issue we should face before it turns into a crisis.

A slight but perceptible bend in the glass ceiling

The House and Senate Democrats will caucus tomorrow (Saturday) in Montpelier to choose their nominees for leadership positions. It’s been radio silence on the Senate side, which I take as a bad sign, but some news has come out of the House.

And for gender equity fans, the news is good.

As you may recall, Vermont does very well on gender equity in the House, less well in the Senate, and very poorly in statewide elective office and Congressional seats. Like, for instance, we’ve never sent a woman to Congress. Which is, well, shameful.

Back to the House, where Shap Smith will return as Speaker; but the new House Majority Leader, according to Seven Days’ Paul Heintz, will be Sarah Copeland Hanzas of Bradford. What’s even better for equity’s sake is that the other candidate for the post was also female: Kesha Ram of Burlington. Having two women in line for the House’s number-2 slot is a very good sign.

Ram dropped out, per Heintz, citing the need for geographic balance. She will apparently fill a new post, “caucus election chair,” which is being created to sharpen Democratic messaging and lend a hand to House candidates.

Those developments, plus Kate Webb returning as Whip, mean that women will be heavily represented on the House leadership team. And whenever Shap gets tired of herding cats, the next Speaker may well be a woman.

Over in the Old Farts’ Club, er, I mean the Senate, I’m not feeling the gender-equity love. I’d be very happy to be proven wrong, but I’m expecting the leadership in Vermont’s Most Stagnant Deliberative Body to remain pretty much the same.

By all accounts, John Campbell will keep the job as President Pro Tem in spite of the fact that he isn’t very effective unless he has a nanny to keep him in line. After the disastrous 2012 session, he hired Rebecca Ramos as his chief of staff, and things improved. She’s now a lobbyist, and according (again) to Paul Heintz, Erika Wolffing will take the job.

Wolffing was a Shumlin administration fixture who went to the Democratic Governors Association when Shumlin became its chair. Now that Shumlin is out at the DGA, Wolffling will reportedly become the hand that rocks Campbell’s cradle.

Which leaves me wondering why we let him hang around when he (a) apparently can’t handle the job without a lot of help and (b) openly supported Republican Phil Scott and seized every opportunity to shit on Dean Corren. But maybe that’s just me.

I’m sure the status quo will remain in the Phil Scott Fan Club, er, I mean, the Committee on Committees, the body that makes all the committee assignments. Phil Scott himself is a member by law, as is Campbell. The third, elected by the full Senate, is, was, and ever shall be Dick Mazza, a putative Democrat who was extremely vociferous in his support for Phil Scott.

Which leaves me wondering why, when the Dems have a nearly 2-1 majority, we have to settle for nominal Democrats on that very powerful committee.

The Democratic caucus will see some change with the none-too-soon departures of Bob Hartwell and Peter Galbraith, but I’d be surprised to see much happen with the leadership. It’d be nice, but I ain’t holding my breath.

Finally, for those who think I’m too mean to Mr. Campbell, here’s a little tidbit from last March. Campbell had stuck his foot in his mouth by openly doubting the prospects for single payer health care and talking about pursuing some alternative plan. (Bear in mind that Shumlin was still riding high at that point.) This reportedly enraged the governor. And a few days later, Campbell appeared on WDEV”s Mark Johnson Show and tried to walk back his earlier statement.

It was a complete fiasco. At one point Johnson asked him this question: “You dropped something of a bombshell this week that you want to start pursuing an alternative to the Shumlin health care plan. Why?”

And here, really and truly, was his answer in all its obfuscatory glory.

First of all, I guess it’s a question of how you define what my “bombshell” is. I think some people have taken it to mean what they really, what they want to hear from what I said. And basically, my, uh, my position is this, is that we are headed right now as far as the Legislature, we are going to be focusing on making sure that we have a publicly-financed, universal access to health care in this state, and that’s known as Green Mountain Care. As far as I’m concerned, I consider it Green Mountain Care, it’s a universal access program. Um, um, I charged my, in fact we spoke about it here on this program at the beginning, I think at the beginning of the session, how I had asked all of my committees with jurisdiction to start doing their due diligence under Act 48, which was the, back in 2011, which actually started Green Mountain Care or our, ah, our, ah, move to that.  And so what I did was, I asked each one of the committees that would have jurisdiction, which were five of those committees, and they were to um look and see what exactly is in Act 48 and can we actually achieve what our goal is?

And if they found things that um, through their, uh, their research and through taking testimony, that could either change this into a direction and put us in a direction that we were going to uh have this Green Mountain Care would be sustainable, then I wanted to hear about it and I thought that’s really what the Senate is doing now. So uh the fact of the matter, uh, I believe there was a statement was, um, regarding the funding, and whether or not I believed that, I think I said that, uh, the $2.2 billion dollar package that’s been put on there right now, I said I do not think that that was sustainable or viable in this, uh, current legislative — uh, Legislature. And I stand by that.

And what it, what I’m talking about in that, and people always take that $2.2 billion dollar figure, and they believe that that’s all new money. And it’s not new money. What it is is partially savings that would be found, uh, by way of not having the premiums, um, by cost savings, and so I stand by the fact is that once we find out what this financing package is, which would also first identify what the product is gonna be, um, if we do not have sufficient — if that money, um, is new money, then there’s gonna be a problem. But if we show, and we’re able to demonstrate that the money in that $2.2 billion is currently already in the system, and that Vermonters are already paying, uh, and on top of that, that we find those costs for any new money that’s — cost savings for any new money that’s coming in, then we’re, we have, I think, ahh, what we envision, all of us envision, that is to make sure that every Vermonter has full access, or access to. uh, uh, to great health care here in the state.

Good God almighty. What a statesman.

Neale Lunderville, the shiniest bauble on the public policy tree

Oh, those darn Democrats. They just can’t seem to resist the dubious charms of former Douglas Administration functionary (and campaign hatchet-man, lest we forget, and I bet Doug Racine hasn’t) Neale Lunderville.

Mmmm, what should I take over next?

Back in 2011-12, Lunderville started his run as the Dems’ unlikely go-to guy when he served as Governor Shumlin’s Irene Recovery Czar. This summer, he added another layer of plausible nonpartisanship as Burlington Mayor Miro Weinberger’s choice to be interim head of the Burlington Electric Department, tasked with undertaking a “strategic review” of the organization.

Well, unbeknownst to almost everyone outside of the State House inner circle, Lunderville had already scored a public-policy bingo with his appointment to a not-quite-secret committee tasked with nothing less than crafting an overhaul of Vermont’s public education system. VPR’s Peter Hirschfeld got the goods:

The group isn’t a legislative committee per se – not too many people even know it exists. But members of Smith’s education reform group have been getting together since after the close of the 2014 legislative session. And by year’s end, Smith says he hopes they’ll deliver the policy recommendations that will serve as the basis for an overhaul of the state’s education system.

… He says the advance work being done by the group will give lawmakers the early start they need to get a meaningful bill across the finish line.

The committee is dominated by current and former state lawmakers, most of them Democrats, but also including a couple of Republicans, one former Republican turned independent (Oliver Olsen), one Progressive, and Our Man Neale.

Which makes me again raise the question, Can’t the Democrats find anybody else to take on tough policy challenges? Why do they have to depend on a guy who cut his teeth running the dark side of Jim Douglas’ political operation?

And, especially, why in the Blue Hell do they insist on burnishing the credentials of a guy who might very well be the Republican candidate for Governor in 2016 or 2018?

Whew. That’s better. Now, where was i?

Oh yes. Aside from Lunderville’s presence, the committee’s almost total secrecy has to be a concern.

The group’s meetings aren’t warned or open to the public, and minutes aren’t recorded. Smith says the off-the-books arrangement is needed to help members of the group feel more “free” to brainstorm different approaches.

So I guess the fact that this isn’t an official committee exempts it from open-meetings and public-records laws — kinda like Dick Cheney’s infamous energy policy committee. But if the group manages to complete its task, it might well be the most powerful committee in the legislature (even if it no longer exists when the legislature comes back to work). It’ll effectively set the school-reform agenda for the lawmakers who actually have to do their business, inconveniently enough, under the public eye.

Three other things you should know:

— According to one member, the committee is focusing on student-to-teacher ratio. Which might mean mandatory minimum class sizes, or even forced school consolidation.

— Lunderville seems to favor centralizing budgetary authority, which he advocates under the guise of allowing local officials to “devote attention where it belongs: student learning.” Their ability to do anything about student learning without the power of the purse would be sharply constrained, of course. Lunderville would like to “go to more of a model like the state has, where there’s one agency, one department on a regional or state level handling those.” Which would be kind of a radical move.

— Finally, as Hirschfeld reports at the top of his story, “public education – not single-payer health care – will be top of mind for House lawmakers.” Not good news for Governor Shumlin, who continues to insist that single-payer is Job One in the new biennium.
