House Democrats Are Told How They Could Avoid a Humanitarian Disaster, and They Said “No Thanks”

If there’s anyone on this earth who could understandably be Sick Of This Shit, it’s Anne Sosin, pictured above in a space that Room Rater wold give at least eight out of 10. (“Nice window, background not too busy, solid but unpretentious bookshelf.”) Sosin has gone from arch-critic of Gov. Phil Scott’s Covid policies to interim head of the Vermont Affordable Housing Coalition, where she’s taken on the thankless task of developing plans to tackle the housing crisis that House Democrats routinely ignore.

On Thursday morning, Sosin appeared before the House General & Housing Committee with an articulate, well-researched and professional presentation on why it makes moral, political, and financial sense to address our crisis of housing insecurity. Her presentation was entitled “The Cost of Inaction on Homelessness and Eviction.” (Video available here; Sosin begins at the two-minute mark. Her presentation is downloadable here.)

The committee listened politely and sent her away. And within roughly 12 hours, the full House had approved a budget that ignored her testimony.

In other words, the cake was baked before Sosin got into the kitchen. Her appearance was nothing but window dressing.

(I’ll also note that committee chair Tom Stevens mispronounced her last name, which betrays a certain lack of engagement, especially since this wasn’t her first appearance before his committee.)

Really, House Democrats? Shelter vs. Child Care?

Oh, boy. House Democrats, desperately searching for a way to spend as little money as possible while ducking responsibility for the crisis waiting for us at the end of the emergency motel voucher program, have come up with a real doozy.

They’re offering to put up another $20 million in housing-related spending — but they put one hell of a turd in the punchbowl.

The new, one-time $20 million appropriation for unhoused Vermonters will come out of a $92 million line item that was initially set aside in the budget for child care.

Oh, come on. Those are the only choices we get?

What’s the reasoning here? There’s only so much money for compassionate purposes? You couldn’t find the cash anywhere else? Really?

This sets the stage for a needless battle between housing advocates and child care advocates, two groups that should be able to expect better from Democratic leadership.

The Curious Incident of the Moose in the Night-Time

Well, the Democrats seem bound and determined to enable a disastrous unsheltering of thousands of Vermonters this summer. But surely we can count on the stalwarts of the Progressive Party to raise a ruckus.

Right?

Err, no.

The Progs have been resolutely silent about the approaching end of the motel voucher program and the absence of options for its 2,500-plus clients. Indeed, some of the Progs’ most stalwart lawmakers have taken an active role in crafting a pinch-penny plan that’s like prepping an offramp on the far side of a canyon while not doing anything about the canyon itself.

Let’s name some names, shall we?

“It’s Not Fair!” Maybe, But It Doesn’t Matter

The player on the left is the Vermont Legislature. The player on the right is Gov. Phil Scott. The potato in question is the emergency motel voucher program for the unhoused.

When last we met, I was castigating House leadership for proceeding, full speed ahead, toward the cliff at the end of the voucher program. I take none of that back. It’s a disaster, morally, politically and economically.

However, in fairness, it must be said that the real failure here is the governor’s. His administration has had two-plus years to devise an offramp from vouchers to adequate shelter/housing. It has not done so.

The Legislature gets to intervene in such things at budget time. It can try to craft policy and implementation and as badly as the House Human Services Committee has failed to address the end of the program, it has at least tried to build an offramp on the far side of the canyon in front of us. That’s more than the Scott administration has done.

That said, it doesn’t matter. The Legislature has the hot potato, and will get more than its share of the blame if they let the program expire without an adequate substitute. It’s not fair, but who said life is fair?

Dems to Homeless: ¯\_(ツ)_/¯

Legislative Democrats are speeding toward a moral and political disaster of historic proportions. and either they don’t get it or they don’t care.

The House majority is prepared to approve a budget that will put nearly 3,000 Vermonters out on the street by the end of June*. They’ve decided to let the emergency motel voucher program expire on schedule. They’d resurrect a cut-down version for the winter months, because letting people actually freeze to death is cruel enough that it triggers their embarrassment reflex.

*Update. There are various figures for this. The highest is close to 3,000, but it might be more like 2,500.

But otherwise, hey, homeless folks, you’re on your own! Please don’t build encampments in public spaces or hang around our lovely downtowns. Please, if you can, simply disappear without a trace. We don’t care where you go, just go quietly.

Governor Nice Guy Strikes Again

Gov. Phil Scott indulged his passive-aggressive tendencies this week by refusing to sign or veto H.145, the budget adjustment act. He laid down his pen despite the fact that the Legislature gave him everything he asked for in his budget adjustment plan.

But lawmakers did have the temerity to toss in a few items of their own. This was apparently too much for the governor. In his position, a Republican facing Democratic supermajorities, you’d think he might be willing to meet them halfway, but no sirree, not Governor Nice Guy.

As is often the case with vetoes or refusals to commit, Scott’s reasoning was awfully thin. He avoided taking a position on the Legislature’s additions, he merely wants them to wait another couple of months. And he chided lawmakers for failing to live up to his standard for “discipline and clarity” in appropriating state funds.

To put it the other way, he sees the Legislature as fuzzy and undisciplined. Nice guy.

Housing the Homeless as Economic Development Strategy

We could view homelessness as a moral failure… or a failure of capitalism… or a failure of individuals to live productive lives… or a problem in need of resources we can’t afford to commit…

Or… just spitballin’ here… a waste of potential and precious human capital.

For this discussion, we’re leaving out the moral and ethical dimensions of the issue. We’re not declaring an obligation to protect our most vulnerable. We’re putting on our green eyeshades and considering homelessness from a purely bottom-line point of view.

To hear the Scott administration tell it, extending the emergency motel voucher program is kind of like taking a pile of money and setting it on fire. It produces a bit of transient warmth, but it’s otherwise a waste of resources. Legislative Democrats and even some housing advocates often fall for this: They tacitly accept the premise instead of making the economic case for (a) giving everyone a roof to sleep under in the short term and (b) ending homelessness in the longer term.

When you look at it that way, you find that we can’t afford not to end homelessness. There is abundant evidence that addressing homelessness is an economic winner — not just in the long term, but almost immediately. So let’s stop talking about whether we can afford $72 million for another year of motel vouchers or $31 million for a stripped-down version of the program or a few hundred million to provide enough housing for all. Instead, let’s talk about the economic positives of a humane policy choice.

(I don’t pretend that any of this is my idea, but it ought to be more of a factor in our policy debates.)

Again With Splitting the Baby?

For the second time in three months, a prominent Democratic officeholder has described the debate over when to end Vermont’s transitional housing program as “splitting the baby.” In mid-November it was outgoing House Human Services Committee chair Rep. Ann Pugh, interrupting a housing advocate to say “I’m looking for your recommendations as to splitting the baby. What are our priorities?”

Yesterday, Senate Appropriations Committee Chair Jane Kitchel cast herself in the role of King Solomon on the same issue: “I feel a bit like Solomon here. How do you split the baby?”

After the jump I’m going to get all exegetical on the Solomon comparison, but first let’s take a look at the product of Kitchel’s wisdom.

The Scott administration’s proposed 2023 budget adjustment would have ended the program on March 31. The House version included $21 million to keep the program going through June 30.

Kitchel? Her version extends the full program through the end of May and trims eligibility in June. The difference between her version and the House’s? About $2 million, per VTDigger.

Two million.

Is that what the administration has come to? It needs some sort of victory so badly that it seems willing to spend $19 million out of the House’s $21 million? (The admin hasn’t officially committed, but I doubt that Kitchel would have approved a plan that the governor wouldn’t sign. She’s the one who wanted to “split the baby,” after all.)

Triumph of the Shill

In a way, you’ve got to feel a little bit sorry for the Scott administration functionary who’s obliged to carry water for some sad bit of policy or other. They’re adequately compensated for putting their soul in storage, but they do run the risk of ascending to the gates of Heaven only to confront an angry-looking St. Peter demanding an explanation for their craven shillery. Today’s case in point: Shayla Livingston, policy director for the Agency of Human Services.

Per VTDigger’s indispensable “Final Reading,” Livingston was defending the administration’s desire to end the emergency housing program as quickly as possible, sending thousands of the unhoused off into the night with no plan. And she trotted out a brand-new, never-heard-before rationalization.

It’s not that the money is running out. It’s not that we can’t afford to extend the program into the warmer months, which until now had been the administration’s sotto voce position. No, they’re doing it out of a twisted sense of fairness.

How Serious Are the Democrats About Our Homelessness Crisis?

The current debate about the emergency shelter program has very narrow parameters. The Senate Appropriations Committee is pondering the House’s addition of $21 million to the Budget Adjustment Act, that would extend the motel program from March 31 to June 30. The Scott administration, staring down the barrel of a losing battle which would (rightly) paint Governor Nice Guy as a heartless Scrooge, has proposed $11 million to shelter some people during those three months.

$21 million versus $11 million. That’s the debate.

Well, it shouldn’t be.

This week, to absolutely no notice from Our Political Press, a coalition of housing advocacy groups presented a plan that would actually provide a bridge for the unhoused instead of a cliff. It is, in fact, called “Bridges to Housing.” The plan isn’t meant as gospel; the groups decided to lay out one idea of what a solid plan would look like, just to show that it can be done.

Because, you know, the current debate still involves a cliff. It’s a matter of when we let recipients fall off the edge — March 31, June 30, or a mish-mosh in between.

This plan ought to spark some serious discussion, not to mention soul-searching, in the corridors of power. Will it? The fact that it got zero press attention would suggest that it will not.
